VULNERABILIDADE SOCIOECONÔMICA: UM ESTUDO SOBRE A EXTREMA POBREZA, POBREZA E BAIXA RENDA EM RIO GRANDE-RS.

O presente estudo visa analisar o grau de vulnerabilidade socioeconômica do município do Rio Grande/RS  com um enfoque na extrema pobreza, pobreza e baixa renda a partir dos impactos da Covid-19. Essa pesquisa possui caráter exploratório-descritivo, de natureza aplicada, com abordagem qualitativa e quantitativa, tendo como método o materialismo histórico e dialético. Para tanto, foram realizados levantamento bibliográfico, pesquisa documental, análise de conteúdo e análise interpretativa. Como fontes foram utilizados os portais do Instituto Brasileiro de Geografia e Estatística (IBGE), o Ministério da Cidadania, o portal Mapas Estratégicos para Políticas de Cidadania (MOPS), o Cadastro Geral de Empregados e Desempregados (CAGED) e Cadastro Único (CECAD 2.0).  A pesquisa apresentou um aumento da vulnerabilidade socioeconômica e das desigualdades, mesmo com a recuperação parcial do mercado de trabalho e esforços do poder público. O cenário reforça a urgência de políticas públicas intersetoriais que promovam inclusão, qualificação, geração de renda e o fortalecimento das redes de proteção social.

  • Abstract: This study aims to analyze the degree of socioeconomic vulnerability of the municipality of Rio Grande/RS with a focus on extreme poverty, poverty and low income due to the impacts of Covid-19. This research has an exploratory-descriptive character, of an applied nature, with a qualitative and quantitative approach, using historical and dialectical materialism as a method. To this end, a bibliographic survey, documentary research, content analysis and interpretative analysis were carried out. The sources used were the portals of the Brazilian Institute of Geography and Statistics (IBGE), the Ministry of Citizenship, the Strategic Maps for Citizenship Policies (MOPS), the General Registry of Employed and Unemployed Persons (CAGED) and the Single Registry (CECAD 2.0). The research showed an increase in socioeconomic vulnerability and inequalities, even with the partial recovery of the labor market and efforts by the government. The scenario reinforces the urgency of intersectoral public policies that promote inclusion, qualification, income generation and the strengthening of social protection networks.
