VIOLÊNCIA SOCIALMENTE CONSTRUIDA E A POLÍTICA SOCIOEDUCATIVA PARA O ADOLESCENTE ATRIBUIDO DE AUTORIA DE ATO INFRACIONAL
Este artigo vem resgatar os conceitos de violência e buscou demonstrar no seu discurso o papel das organizações no controle social para garantia dos direitos de crianças e adolescentes, através de uma reflexão da política socioeducativa voltada para os adolescentes atribuídos de autoria de ato infracional. O método adotado para a efetivação desta pesquisa foi o dedutivo. A tipologia da pesquisa adotada abrangeu três aspectos: quanto aos objetivos tratou-se de uma pesquisa exploratória; quanto à abordagem do problema, foi qualitativa; quanto aos procedimentos técnicos, foi bibliográfica. Por fim, salienta-se que poucos conhecem a normativa internacional e os instrumentos de proteção aos direitos de adolescentes atribuídos de autoria de ato infracional. É notável, que o discurso de muitos, pauta-se na fala da mídia, principalmente quando se trata da violência no Rio de Janeiro, onde a sociedade clama, pelo aumento de penas ou a redução da idade penal como solução para a violência praticada por adolescentes. Nesse contexto, esse estudo pontua que o Brasil, avançou muito na definição de um Sistema Nacional Socioeducativo, estabelecendo papéis claros para os governos federal, estadual e municipal e muitos estados estão promovendo mudanças em suas instituições e estruturas de atendimento aos adolescentes em cumprimento de medidas socioeducativa.

Abstract:
This article describes the concepts of violence and sought to demonstrate in its discourse the role of organizations in social control to guarantee the rights of children and adolescents, through a reflection of socio-educational policy directed at adolescents attributed to authorship of an infraction. The method used to carry out this research was the deductive method. The type of research adopted covered three aspects: the objectives were an exploratory research; approach to the problem was qualitative; regarding technical procedures, was bibliographical. Finally, it should be pointed out that few are aware of the international norms and instruments for the protection of the rights of adolescents attributed to an offense. It is notable that the discourse of many is based on media talk, especially when it comes to violence in Rio de Janeiro, where society cries out for increased sentences or reducing the penal age as a solution to the violence practiced by adolescents. In this context, this study points out that Brazil has made great strides in defining a National Socio-Educational System, establishing clear roles for the federal, state and municipal governments, and many states are promoting changes in their institutions and structures to serve adolescents in compliance with measures socioeducativa.
