Abstract: The present study aims to analyze, based on federal government budgetary data, the state's approach to violence against women. Considering that combating violence against women is a state duty, which areas were prioritized in the implementation of the Maria da Penha Law at the federal level, over a fifteen-year period from its enactment? To this end, secondary data, bibliographic, and documentary research were utilized. The theoretical framework includes authors from Law and Political Science, articulating their contributions from a feminist and intersectional perspective, which recognizes the need to observe the multiplicity of social structures of oppression. It was possible to identify that mechanisms planned in the structuring of a women's protection network for combating and preventing violence have not yet been implemented, that the punitive nature of the mechanisms in operation is insufficient, and that for the advancement of the network, it is necessary to adopt an intersectional perspective, observing who the perpetrators of violence are and who the women in situations of violence are. The final considerations point to the necessary overcoming of the punitive paradigm regarding domestic and family violence against women, considering the imbalance of governmental investments across the axes of the aforementioned Law.
