Abstract: The objective of this investigation will be to analyze the fulfillment of Goal 17 of the PNE, which deals with the valuation of Teaching Professionals in public basic education networks in order to match their average income with that of other professionals with equivalent education. In terms of approach, this research project will be structured from the perspective of mixed research, as it intends to consider qualitative and quantifiable elements. The social relevance of this investigation will represent the discovery of the number of teachers with lato sensu and stricto sensu graduate degrees, with the consequent improvement of educational indicators resulting from this professional qualification, with an impact on the teaching-learning process of basic education students. Goal 17 is universalization. The context of the present investigation is the SEDUC public schools. The investigation was carried out in two main stages: search for indirect documentation through bibliographical research; and field research carried out by searching public documents, the population is 11,763 and the sample is: 100 elementary school teachers. The approach is quantitative-descriptive with subsequent documental analysis. According to INEP, the situation of target 17 of the PNE is non-compliance, not exceeding 85% of matching in the general average of wages paid in the state for professionals with the same level of training, working in other public policies. Field research suggests that, on average, professors earn only 78.69% of the gross remuneration of nurses, only 33.19% of the gross remuneration of civil police investigators and only 12.35% of the gross remuneration of State Treasury Analysts. However, the percentage of public investment in education was at 5.4% of GDP by 2020, failing to meet Target 20 of the PNE. Therefore, the field research presented other elements to subsidize the discussions on the composition of the average salary and remuneration of teachers in comparison with professionals with the same level of training, especially those who work in the execution of public policies, however Goal 17 of the PNE not being efficiently monitored and effectively enforced.
