UNIVERSAL HEALTH COVERAGE: THE TARGET OF FUTURE DEVELOPMENT
Inseridos no contexto de números elevados de casos de câncer e outras doenças crônicas, os países almejam o investimento na área tecnológico-científica a fim de se reduzir taxas de morbimortalidade referentes às patologias. Porém, em divergentes situações, o sistema de saúde local falha, e, por isso, enfatiza-se a importância de se priorizar a atenção primária em saúde, para que o mínimo de vida saudável populacional possível seja atingida, através da prevenção como prioridade. Assim, debate-se a proposta de cobertura universal de saúde e suas possíveis consequências, em cenário internacional. Foram selecionados artigos nos bancos de dados PubMed e Scielo, com as palavras-chave “Health Coverage” e “Health Development”, que adequavam-se ao tema proposto, com a intenção da produção de um texto imparcial e direcionado, neste artigo de revisão de literatura integrativo. No Brasil, há a garantia da assistência universal à saúde das pessoas, independentemente de raça, gênero, idade, status social, nacionalidade, opinião política ou religiosa. Ainda, define-se a saúde, como, além do estado físico sem doença, um estado de completo bem-estar físico, mental e social, em que a saúde seria um direito humano fundamental. Contudo, há uma deficiência sistemática, no que se refere à integridade e à equidade. Dessa forma, a desigualdade e a dificuldade de cobertura de saúde a toda a população seriam empecilhos à atenção primária em saúde de algumas regiões. Assim, estudos sugerem que a falta de alocação de recursos, poucas oportunidades e o difícil acesso à utilização de serviços seriam problemas a serem resolvidos para haver uma cobertura maior de saúde às pessoas, seguindo-se, então, os princípios da bioética.

Abstract:
Inserted in the context of increase of levels of cancer cases and other chronic diseases, countries aim to invest in the technological-scientific area in order to reduce morbidity and mortality rates related to pathologies. However, in divergent situations, the local health system fails, and, therefore, the importance of prioritizing primary health care is emphasized, so that the minimum possible healthy population life is achieved through prevention as a priority. Thus, a proposal for universal health coverage and its possible consequences is being debated in an international scenario. Articles were selected from the PubMed and Scielo databases, with the keywords “Health Coverage” and “Health Development”, which fit the proposed theme, with the intention of producing an impartial and targeted text, in this integrative review article. In Brazil, there is a guarantee of universal health care for people, regardless of race, gender, age, social status, nationality, political or religious opinion. Still, health is defined as a complete state of physical, mental and social well-being, in addition to the physical state without disease, so that health would be a fundamental human right. However, there is a systematic deficiency, referring to integrity and equity. In this way, inequality and difficulty in health coverage for the entire population will be obstacles to primary health care in some regions. Thus, studies suggest that the lack of allocation of resources, opportunities and the difficult access to the use of services are problems to be solved in order to have greater health coverage for people, following, then, the principles of bioethics.
