O presente trabalho tem como objetivo desenvolver uma pesquisa bibliográfica acerca dos principais estudos sobre o poder local no Brasil. Para alcançarmos nosso intento, classificamos as principais investigações acerca da política regional de acordo com a sua abordagem teórica. Sendo assim, os trabalhos foram agrupados em três grandes categorias: estruturas, capital social e instituições. A primeira, agrega os trabalhos que explicam o poder local a partir de algumas características da formação social e política brasileira. Na segunda, procuramos inserir aqueles estudos que visam identificar os atributos sociais mais comuns dos membros das elites dirigentes locais, e como tais recursos podem entendidos como recursos simbólicos que são convertidos em poder político. No terceiro, incluímos aqueles estudos que procuraram compreender a política nos Estados e Municípios, especialmente a partir da redemocratização, como resultado dos incentivos criados pelas instituições políticas. Concentramos nossa análise nas diversas formas que essas abordagens teóricas responderam a duas questões clássicas da teoria política e social: quem governa? E como governa? Além disso, quando respondemos a primeira pergunta, procuramos destacar quais as fontes do poder social dos grupos dirigentes. Por fim, elaboramos algumas indicações sobre o potencial explicativa de cada um dos referenciais teóricos.

Abstract:
The present work aims to develop a bibliographic research about the main studies on local power in Brazil. To achieve our goal, we classify the main investigations about regional policy according to its theoretical approach. Thus, the works were grouped into three major categories: structures, social capital and institutions. The first, aggregates the works that explain the local power from some characteristics of the Brazilian social and political formation. In the second, we try to insert those studies that aim to identify the most common social attributes of the members of the local ruling elites, and how these resources can be understood as symbolic resources that are converted into political power. In the third, we included those studies that sought to understand politics in States and Municipalities, especially from the re-democratization, as a result of the incentives created by political institutions. We concentrated our analysis on the different ways that these theoretical approaches answered two classic questions of political and social theory: who governs? And how does it govern? In addition, when we answer the first question, we try to highlight the sources of the social power of the governing groups. Finally, we elaborate some indications about the explanatory potential of each of the theoretical references.
