UMA ANÁLISE DA IMPLEMENTAÇÃO DA POLÍTICA NACIONAL DE RESÍDUOS SÓLIDOS COM FOCO NA INCLUSÃO SOCIOECONÔMICA DOS CATADORES DA ASSOCIAÇÃO NOVO HORIZONTE EM SANT’ANA DO LIVRAMENTO/RS
Esta pesquisa tem por objetivo analisar de que forma se dá o planejamento e a estruturação da Política Nacional de Resíduos Sólidos (PNRS) no munícipio de Sant’Ana do Livramento com foco na implementação do modelo de gestão integrada de resíduos sólidos com inclusão socioeconômica dos catadores de materiais recicláveis da Associação de Catadores Novo Horizonte (ACNH). Para tal a fundamentação teórica baseia-se na conceituação de políticas públicas, histórico da PNRS e a atuação dos catadores nesse contexto, os planos de gerenciamento e dificuldades encontradas na implementação do modelo de gestão integrada com inclusão de catadores. Por meio de entrevistas semiestruturadas e análise documental foi possível identificar diversas dissonâncias entre as secretarias e setores responsáveis para viabilizar ações concretas para a implementação de uma gestão integrada de resíduos sólidos bem como o desinteresse do núcleo político de governo em dar atenção e continuidade para questões relacionadas aos resíduos sólidos que consequentemente desconsideram a existência da possibilidade de uma coleta seletiva com inclusão de catadores organizados em uma associação conforme prevê a Lei Nº 12.305/2010.

Abstract:
This research has as its goal to analyze how the planning and structuring of the National Politics for Solid Residues (PNRS) takes place in the municipality of Sant’Ana do Livramento, with a focus on the implementation of an integrated model for the management of solid residues that includes the New Horizon Collectors Association’s collectors of recyclable materials. In order to do so, the theoretical foundation of this work is based on the concepts of public policy, the PNRS’s history and the role of the collectors on that context, PNRS’s deployment on management plans, and, eventually, the difficulties encountered for the implementation of an integrated management model with the inclusion of the collectors of recyclable materials. Through semi-structured interviews and document analysis, it was possible to identify various dissonances between the offices and the sectors responsible for making concrete actions for the implementation of an integrated management viable as well as the government’s political nuclei indifference towards giving both attention and continuity to issues related to solid residues that consequently do not consider the possibility of the existence of a selective waste collection with the collector’s inclusion in an association as is predicted by the law number 12.305/2010.
