TRIBUNAIS DE MÉDIO PORTE E TAMANHO DA JUSTIÇA - EFICIÊNCIA DOS TRIBUNAIS DE JUSTIÇA ESTADUAIS, TRABALHISTAS E ELEITORAIS
O presente estudo buscou avaliar a eficiência dos tribunais de médio porte na justiça comum, trabalhista e eleitoral, utilizando a técnica de Análise Envoltória de Dados (DEA) que apresenta resultados entre zero a 100%, sendo que quanto maior o percentual, maior a eficiência. Utilizou-se para a pesquisa como inputs o valor da despesa de cada tribunal por habitante/estado, número de servidores administrativos e de magistrados e como output o número de processos que tramitaram no ano de 2018. A população do estudo são os tribunais estaduais, trabalhistas e eleitorais de primeira e segunda instância de médio porte, assim classificados pelo Conselho Nacional de Justiça. Assim foi possível descobrir que os tribunais de justiça mais eficientes foram dos Estados de Santa Catarina e Pernambuco. No âmbito da justiça do trabalho destacaram-se como mais eficientes os Tribunais Regionais do Trabalho (TRTs) de Santa Catarina, Pernambuco e Ceará. No que tange à justiça eleitoral os mais eficientes foram os Estados de Goiás e Pará.

Abstract:
The present study sought to evaluate the efficiency of the medium-sized courts in the common, labor and electoral courts, using the Data Envelopment Analysis (DEA) technique that presents results between zero to 100%, the higher the percentage, the greater the efficiency . For the research, the value of the expense of each court per inhabitant/state, the number of administrative staff and magistrates was used as inputs, and the number of cases processed in 2018 was used as output. The population of the study is the state courts, medium and first-level labor and electoral bodies, thus classified by the National Council of Justice. Thus, it was possible to discover that the most efficient courts of justice were in the states of Santa Catarina and Pernambuco. In the scope of labor justice, the Regional Labor Courts (TRTs) of Santa Catarina, Pernambuco and Ceará stood out as the most efficient. Regarding electoral justice, the states of Goiás and Pará were the most efficient.
