TRANSPARÊNCIA GOVERNAMENTAL NO COMBATE À COVID-19: UM ESTUDO COMPARATIVO DOS ESTADOS BRASILEIROS
O objetivo deste estudo é investigar a disponibilização das informações relacionadas à Covid-19 pelos estados
brasileiros e o Distrito federal em seus portais da transparência e compará-las com o ranking de transparência
geral emitido pela Controladoria Geral da União (CGU), no período de 2020. Foi utilizado o método de pesquisa
descritiva e documental, por descrever pontos relevantes acerca das informações coletadas nos portais de
transparência e ser baseada em um relatório de pesquisa da CGU sobre os Estados brasileiros. A partir disso, as
variáveis despesas, leitos e óbitos foram analisadas e o resultado não foi satisfatório, visto que foram detectadas
algumas omissões e dificuldades na busca pelas informações. Verificou-se que todos os melhores e piores
colocados na transparência geral não resultou em desempenho satisfatório no combate à Covid-19. Alguns
destaques da pesquisa mostrou que o Ceará que foi um dos primeiros colocados no ranking CGU, porém não
disponibilizou o valor total das despesas com a Covid no período e não foi encontrado o número de leitos
disponíveis; São Paulo que se apresentou na média do ranking CGU e foi o que aplicou mais recursos, abriu
mais leitos, entretanto teve o maior número de óbitos; o Estado do Espírito Santo, entre os primeiros colocados
da CGU, apresentou todas as informações acerca da Covid e obteve bons resultados desenvolvendo uma boa
gestão. De um modo geral se averiguou não haver e divulgação total das informações, recursos e ações de
enfrentamento à pandemia.

Abstract:
The objective of this study is to investigate the availability of information related to Covid-19 by Brazilian states
and the Federal District on their transparency portals and compare them with the general transparency ranking
issued by the Comptroller General of the Union (CGU), in the period of 2020. The descriptive and documentary
research method was used, as it describes relevant points about the information collected in the transparency
portals and is based on a CGU research report on Brazilian states. From this, the variables expenses, beds and
deaths were analyzed and the result was not satisfactory, since some omissions and difficulties were detected in
the search for information. It was found that all the best and worst placed in general transparency did not result
in satisfactory performance in the fight against Covid-19. Some highlights of the research showed that Ceará,
which was one of the first places in the CGU ranking, did not provide the total amount of expenses with Covid in
the period and the number of available beds was not found; São Paulo, which was in the average of the CGU
ranking and was the one that applied more resources, opened more beds, however had the highest number of
deaths; the State of Espírito Santo, among the first places in the CGU, presented all the information about Covid
and obtained good results by developing good management. In general, it was found that there was no full
disclosure of information, resources and actions to face the pandemic.
