THE EVOLUTION OF SOCIAL RELATIONS AND THE FRAGILITY OF THESE INNOVATIONS AGAINST THE DANGERS OF THE INTERNET
Em breve analise acerca das camadas da Internet, nos deparamos com um mundo novo, criado visando a facilidade de comunicações, mas que, atualmente, se desenvolve perante as necessidades crescentes dos usuários, modificando amplamente as relações interpessoais e encurtando distâncias. Neste estudo, abordaremos como se iniciou a Rede Mundial de Computadores, como ocorreu a sua expansão, partindo do seu uso benéfico e facilitador, aprofundando as suas camadas internas, cenário de crimes e violações de direitos aos quais grande parte do ordenamento jurídico não consegue alcançar. As camadas da Internet, denominadas Surface Web, Deep Web e Dark Web, formam o ecossistema digital para usuários comuns, hackers e, até mesmo, criminosos internacionais, responsáveis por delitos que anteriormente eram restritos ao mundo físico. O artigo aborda como a legislação brasileira institui garantias e protege o usuário, em uma linha tênue em que o acesso à internet também é uma obrigação do Estado.

Abstract:
This paper analyze the layers of the Internet, we are faced with a new world, created qualified to ease of communications, but which, currently, is formed as users' growing needs, widely modifying interpersonal relationships and shortening distances. In this study, the discussion is how the World Wide Web started, how its expansion occurred, starting from its beneficial and facilitating use, deepening the inner layers, scene of crimes and violations of rights that a large part of the legal system cannot reach. The Internet layers, called Surface Web, Deep Web and Dark Web, form the digital ecosystem for common users, hackers and even international criminals, responsible for offenses that were previously restricted to the physical world. The article discusses how Brazilian legislation institutes guarantees and protected by the user, in a fine line in which access to the internet is also an obligation of the State.
