TECNOLOGIA XBRL NA ADMINISTRAÇÃO PÚBLICA: UMA ANÁLISE CONTINGENCIAL
Sob a perspectiva da Teoria da Contingência, o objetivo desta pesquisa é analisar como o ambiente e a estratégia influencia a adoção da tecnologia XBRL em três governos municipais do Estado do Paraná. Os estudos de casos múltiplos incorporados são exploratórios e positivos, com dados provenientes de entrevistas semiestruturadas, analisadas pela técnica da análise de conteúdo. Os resultados indicam que o ambiente e a estratégia influenciam negativamente na adoção da tecnologia XBRL devido a tecnologia, disponibilidade de fornecedores de software, custo de implantação, complexidade da estrutura organizacional dos governos locais e adoção voluntária. O ambiente e a estratégia influenciam positivamente na melhoria da gestão da informação e prestação de contas. Conclui-se que o ambiente é percebido de modo distinto nos três casos e esta percepção está relacionada à estrutura organizacional assim como à estratégia. A estratégia tem relação com as intenções políticas do gestor. Compreender esse processo é relevante pois o comportamento do gestor público, por meio da sua intenção política, é revelado como o principal fator que implica na adoção de inovações tecnológicas que aprimoram o serviço público e melhoram o desempenho organizacional. Este comportamento afeta ações que requerem adequação da estrutura e da estratégia organizacional ao ambiente externo.

Abstract:
In the light of the Contingency Theory, the objective of this research is to analyze how the environment and the strategy influence the adoption of XBRL technology in three municipal governments of the State of Paraná. The multiple case studies incorporated are exploratory and positive. Semi-structured interviews were analyzed by the content analysis technique. The results indicate that the environment and the strategy negatively influenced the adoption of XBRL technology. This is due to technology, vendor availability, deployment cost, complexity of local government organizational structure, and voluntary adoption. The environment and strategy have a positive influence on improving information management and accountability. We conclude that the environment is perceived differently in all three cases and this perception is related to the organizational structure as well as the strategy. The strategy is related to the manager's political intentions. Understanding this process is relevant because the behavior of the public manager, through his political intention, is revealed as the main factor that implies the adoption of technological innovations that improve public service and improve organizational performance. This behavior affects actions that require adaptation of the organizational structure and strategy to the external environment.
