SOCIAL PROTECTION AND NEOLIBERALISM IN TIMES OF COVID-19: THE IMPACT OF FEDERAL MEASURES ON WELFARE CHILDREN IN BRAZIL
Este artigo analisa o impacto das medidas federais na proteção social de crianças e adolescentes em acolhimento institucional em tempos de Covid-19 no Brasil. Analisa-se o sistema de proteção social brasileiro e a sua reestruturação na perspectiva da justiça social e da equidade com a Constituição Federal de 1988 e o cenário de avanço do neoliberalismo em diferentes conjunturas e governos, fundamentais para compreender os limites dos avanços constitucionais e as ações de desmonte que vêm sofrendo ao longo dos anos, em especial, de forma mais acelerada desde 2016. Situada neste feixe de determinações, é possível desvendar o alcance das medidas emergenciais tomadas pelo atual governo de extrema direita no país, o aprofundamento das desigualdades sociais e a desproteção de segmentos de crianças e adolescente em situação de acolhimento. Conclui-se que as ações emergenciais ocorrem na perspectiva de transferência de renda, de maneira temporária, e de regulação e orientação para os serviços, mas sem o aporte material, financeiro e humano necessário para garantir a proteção social e a atenção pública do segmento.

Abstract:
This article analyzes the impact of federal measures on the social protection of children and adolescents in institutional care in the days of Covid-19 in Brazil. It analyzes the Brazilian social protection system and its restructuring from the perspective of social justice and equity with the Federal Constitution of 1988 and the scenario of the advance of neoliberalism in different contexts and governments, fundamental to understanding the limits of constitutional advances and the dismantling actions that have been suffering over the years, in particular, more rapidly since 2016. Situated in this bundle of determinations, it is possible to unveil the reach of the emergency measures taken by the current extreme right-wing government in the country, the deepening of social inequalities and the lack of protection of segments of children and adolescents in foster care. It is concluded that emergency actions occur from the perspective of income transfer, temporarily, and of regulation and guidance for services, but without the material, financial and human contribution necessary to guarantee social protection and public attention for the segment.
