SEGURANÇA PÚBLICA E INOVAÇÃO TECNOLÓGICA: UMA ANÁLISE DOS GASTOS NO ESTADO DE SÃO PAULO
O tema Segurança Pública é um desafio para cidades em todo o mundo. No Brasil, apesar de garantida pela Constituição, a segurança é falha e o país é, estatisticamente, um dos mais violentos do mundo. O governo assume que existe dificuldade de criar infraestrutura apesar da previsão orçamentária para os serviços básicos no Brasil. As classes sociais menos favorecidas muitas vezes se tornam reféns do crime que domina muitas áreas onde o poder do Estado não chega de forma eficiente. Para o combate à violência, em muitas partes do mundo e, principalmente nas cidades inteligentes, as novas tecnologias são uma alternativa eficaz e de possível integração com outros sistemas de gestão de cidades. Este trabalho busca identificar se existe relação entre os gastos em inovação tecnológica para Segurança Pública no estado de São Paulo e a redução dos índices de violência que ocorreu no estado. Para tanto, adotou-se uma abordagem qualitativa, tipo pesquisa exploratória e bibliográfica. Os resultados apontam que entre 1996 e 2017 a população do Brasil e do estado de São Paulo cresceu cerca de 32%. No mesmo período houve um aumento de morte intencional no Brasil de 63,9%, enquanto o estado de São Paulo registrou uma redução de 65,3%. Os dados da pesquisa indicam que São Paulo gasta cerca de 5% do orçamento em Segurança Pública, e o Brasil gasta apenas 0,5%. Apesar de existir gasto relativo em inovação tecnológica em São Paulo, o método utilizado não permitiu identificar gastos específicos em inovação tecnológica para a Segurança Pública, não sendo possível afirmar que a redução dos índices possa ser motivada por este fator, o que oferece oportunidade para novos estudos

Abstract:
Public security is a challenge for cities around the world. In Brazil, despite being guaranteed by the Constitution, security is flawed and the country is statistically one of the most violent in the world. The government admits that there is a difficulty in creating infrastructure despite the budget forecast for basic services in Brazil. The less favored social classes often become hostages of the crime that dominates many areas where state power does not reach efficiently. In order to combat violence in many parts of the world and, especially in intelligent cities, new technologies are an effective alternative which can be integrated with other cities management systems. This work seeks to identify whether there is a relationship between tech innovation for public security in the state of São Paulo and the reduction of crime rates that occurred in the state. To this end, a qualitative approach, exploratory and bibliographical research type was adopted. The results point out that between 1996 and 2017 the population of Brazil and the State of São Paulo grew around 32%. In the same period there was an increase in intentional deaths in Brazil of 63.9%, while the State of São Paulo recorded a reduction of 65.3%. The research data indicates that São Paulo spends around 5% of its budget on public safety, whereas Brazil spends only 0.5%. Although there is relative spending on technological innovation in São Paulo, the method used did not allow to identify specific spending on technological innovation for public safety, and it is not possible to say that the reduction of the crime rates can be motivated by this factor, which offers opportunity for new studies.
