REFLEXÕES SOBRE POTENCIALIDADES OU GARGALOS LOCAIS A PARTIR DA LEITURA DE ÍNDICES E INDICADORES DE DESENVOLVIMENTO MUNICIPAL
Essa produção textual tem como
objetivo, promover uma reflexão sobre os
índices de desenvolvimento, utilizados para
medir as potencialidades e gargalos dos
municípios. Os índices usados nessa reflexão
são: o IDH-M (Índice de Desenvolvimento
Humano Municipal), com metodologia
adaptada aos municípios brasileiros, a partir
do IDH Global, o IFD-M (Índice Firjan de
Desenvolvimento Municipal), também aplicado
aos municípios brasileiros e o IDM-S (Índice
de Desenvolvimento Municipal Sustentável),
aplicado aos municípios catarinenses. Os
indicadores foram obtidos por meio de uma
pesquisa documental com dados do Programa
das Nações Unidas para o Desenvolvimento
(PNUD), do Instituto de Pesquisas Econômicas
Aplicadas (IPEA) e a Fundação João Pinheiro,
a Federação das Indústrias do Estado do Rio
de Janeiro (FIERJ) e da Federação Catarinense
dos Municípios (FECAM), do Instituto Brasileiro
de Geografia e Estatística (IBGE) e do SEBRAE.
Como parâmetro comparativo, utilizaramse
os dados de municípios de pequeno porte
localizados no Oeste de Santa Catarina, Flor
do Sertão e Cordilheira Alta, utilizando-se como
referência os municípios polos e sede das
respectivas Secretarias de Desenvolvimento
Regional – SDR, de Chapecó e Maravilha. As
reflexões apontam para diversas contradições
nas comparações entre os índices utilizados,
na abordagem das diferentes dimensões
municipais avaliadas. Este exercício teórico
não tem a pretensão de refletir sobre a
confiabilidade dos indicadores, índices e dados
oficiais levantados, mas sobre a composição
destes diferentes indicadores que resultam
nos índices de desenvolvimento aplicados aos
municípios e na forma de compilação desses
dados, que permitem interpretações difusas da
realidade local.

Abstract:
This textual production aims to promote a reflection on the development
indices used to measure the potentialities and bottlenecks of municipalities. The
indices used in this reflection are: o IDH-M (Municipal Human Development Index),
with methodology adapted to the Brazilian municipalities, from the Global HDI, o IFD-M
(Firjan Municipal Development Index), also applied to Brazilian municipalities and IDM-S
(Sustainable Municipal Development Index), applied to the municipalities of Santa
Catarina. The indicators were obtained through documentary research with data from
the United Nations Development Program (PNUD), of the Institute of Applied Economic
Research (IPEA) and the João Pinheiro Foundation, the Federation of Industries of
the State of Rio de Janeiro (FIERJ) and the Catarinense Federation of Municipalities
(FECAM), the Brazilian Institute of Geography and Statistics (IBGE) and SEBRAE. As
a comparative parameter, the data of small municipalities located in the West of Santa
Catarina, Flor do Sertão e Cordilheira Alta, using as reference the municipalities polos
and headquarters of the respective Secretariats of Regional Development - SDR, de
Chapecó e Maravilha. The reflections point to several contradictions in the comparisons
between the indices used, in the approach of the different municipal dimensions
evaluated. This theoretical exercise does not pretend to reflect on the reliability of
indicators, indices and official data collected, but on the composition of these different
indicators that result in the development indices applied to the municipalities and in the
form of compilation of these data, which allow diffuse interpretations of the local reality.
