PROGRAMA DE REABILITAÇÃO PROFISSIONAL DO INSS: UMA ANÁLISE DA REALIDADE DA GERÊNCIA EXECUTIVA DE MARINGÁ/PR NO ANO DE 2015
Para os trabalhadores que
necessitem de habilitação e reabilitação
profissional no Brasil, existem medidas de
proteção social que dão espaço a políticas
de (re)inserção. O Ministério do Trabalho
e Previdência Social por meio do Instituto
Nacional do Seguro Social (INSS) tem por
obrigatoriedade contribuir para o retorno dos
trabalhadores ao mercado de trabalho. Nesta
perspectiva o objeto de estudo proposto é uma
análise quantitativa e qualitativa do Programa
de Reabilitação Profissional na Gerência
Executiva do INSS de Maringá-Pr, no ano de
2015. As considerações aqui desenvolvidas são
frutos de pesquisas bibliográfica e documental.
O artigo objetivou apresentar indicadores
estatísticos sobre a Reabilitação Profissional na
região noroeste do Paraná, bem como dialogar
cientificamente com a realidade social dos
municípios. Oportuno ressaltar que as análises
teórico metodológicas foram construídas a
luz do referencial histórico crítico. Destacase
como categorias analíticas, o Trabalho e a
Reabilitação Profissional. Em síntese o artigo
tece discussões contemporâneas acerca do
programa e, consequentemente do mundo do
trabalho, buscamos evidenciar e interpretar
a cena capitalista que os trabalhadores
“reabilitados” estão envolvidos. Conclui-se que
novos estudos que compreendem os processos
de trabalho são necessários, assim como a
construção de práticas que sugiram mudanças
na forma como o trabalho é organizado

Abstract:
For workers who require
professional qualification and rehabilitation in
Brazil, there are social protection measures
that give space to (re) insertion policies. The
Ministry of Labour and Social Security through
the National Institute of Social Insurance
(INSS) is obliged to contribute to the return of
workers to the labor market. In this perspective,
the object of study proposed is a quantitative
and qualitative analysis of the professional
rehabilitation program in the executive
management of the INSS of Maringá-Pr, in the
year 2015. The considerations developed here
are the fruits of bibliographic and documentary
research. The article aimed to present statistical
indicators on professional rehabilitation in
the Northwest region of Paraná, as well as to
communicate scientifically with the social reality of the municipalities. It is worth noting
that the theoretical methodological analyses were built in light of the critical historical
referential. It stands out as analytical categories, work and professional rehabilitation.
In summary, the article Weans contemporary discussions about the program and,
consequently, the world of work, we seek to demonstrate and interpret the capitalist
scene that workers “rehabilitated “ are involved. It is concluded that new studies that
comprise the work processes are necessary, as well as the construction of practices
that suggest changes in the way the work is organized
