“PRIVATIZAÇÕES NÃO CLÁSSICAS” NO BRASIL E SUAS REPERCUSSÕES PARA OS (AS) TRABALHADORES (AS): A VOZ DOS (AS) AEROPORTUÁRIOS (AS) NO PROCESSO DE PRIVATIZAÇÃO DO AEROPORTO DE SALVADOR
Este trabalho desenvolve uma crítica da situação da classe trabalhadora diante dos projetos em ascensão das “privatizações não clássicas” em vigor, a partir de um estudo sobre as condições de trabalho dos aeroportuários vinculados ao Aeroporto Internacional de Salvador no contexto de concessão desse respectivo bem público à iniciativa privada - inserido na Administração Pública Indireta. Com esse desígnio, problematizou-se os seguintes aspectos: como compreender a influência desse macroprocesso para as relações de trabalho? O que significa “privatizações não clássicas” e quais os impactos do ponto de vista das condições de trabalho? A pesquisa partiu de uma abordagem metodológica de cunho qualitativo, por meio do desenvolvimento de entrevistas-narrativas com os aeroportuários de Salvador, no período transversal de 2017 a 2020. Nesse sentido, a experiência aeroportuária foi estudada enquanto um locus onde se constituiu uma história para além do que foi propagado pelos recursos midiáticos. Através desse formato investigativo, objetivou-se desvelar as mudanças internas ocorridas na Empresa Brasileira de Infraestrutura Aeroportuária - INFRAERO que modificaram os respectivos processos de trabalho. Com tal propósito, as categorias analisadas aqui retrataram as estratégias estabelecidas pela Instituição com o intuito de “desestruturar” setores, funções e fluxos de trabalho. Diante desse panorama, observou-se a implementação de um “discurso organizacional” e mecanismos manipulatórios para silenciar possíveis mobilizações e fragmentar a força coletiva dos aeroportuários, articulando assédio institucional e uma “ideologia de adaptação” a um “modus operandi da privatização”, mascarando o espaço institucional enquanto uma histórica arena de luta de classes.

Abstract:
This work develops a critique of the situation of the working class in the face of the rising projects of the "non-classical privatizations" in force, based on a study of the working conditions of the airports linked to the International Airport of Salvador in the context of the concession of this respective public good. to the private initiative - inserted in the Indirect Public Administration. With this in mind, the following aspects were problematized: how to understand the influence of this macro-process for labor relations? What does “non-classical privatization” mean and what are the impacts from the point of view of working conditions? The research started from a qualitative methodological approach, through the development of narrative-interviews with the airports of Salvador, in the transversal period from 2017 to 2020. In this sense, the airport experience was studied as a locus where a story was constituted for beyond what was propagated by the media resources. Through this investigative format, the objective was to reveal the internal changes that occurred in the Brazilian Airport Infrastructure Company - INFRAERO that modified the respective work processes. For this purpose, the categories analyzed here portrayed the strategies established by the Institution in order to “unstructure” sectors, functions and workflows. In view of this scenario, it was observed the implementation of an "organizational discourse" and manipulative mechanisms to silence possible mobilizations and fragment the collective force of airport workers, articulating institutional harassment and an "ideology of adaptation" to a "modus operandi of privatization", masking institutional space as a historic arena of class struggle.
