POR DENTRO DOS MUROS DO PROGRAMA DE PROTEÇÃO A TESTEMUNHAS
Este trabalho é resultado de uma
pesquisa de mestrado que mostra a história do
Programa Federal de Proteção a Testemunhas,
seus desafios e limites, o perfil e as necessidades
dos protegidos, o significado de proteção
adotado por ele e quais necessidades humanas
consegue atender. Tudo isto em um contexto
de restrição da liberdade e da autonomia dos
protegidos, que precisam viver sob anonimato
e cumprir difíceis regras de segurança. Os
resultados revelam que apesar do Programa
buscar atender uma demanda das políticas
de segurança pública e de justiça, debaixo
do guarda-chuva dos direitos humanos, viola
direitos fundamentais sob a tutela do Estado.

Abstract:
This work is the result of a Master
degree research showing the history of the
Federal Witnesses Protection Program, its
challenges and limits, the profile and the needs
of the protected, the meaning of protection used
by it and which human needs it is able to attend.
All of these in a context of lack of freedom and
the autonomy of the protected that need to live
anonymously and under strict security rules.
The results reveal that though the Program
searches to attend a requirement of public
security politics and justice, under the human
rights umbrella, it violates the essential rights
under the State custody.
