POPULAR PARTICIPATION IN BRAZILIAN PUBLIC HEALTH SYSTEM - SUS
O processo de construção do SUS teve início a partir das definições legais estabelecidas pela Constituição Federal do Brasil de 1988, sendo consolidado e regulamentado com as leis 8080/90 e 8.142/90. Essas leis dispõe acesso universal como pilar da política de saúde, e, bem como aspectos relacionados a sua organização e funcionamento, critérios de repasses para os estados e municípios além de disciplinar o controle social no SUS em conformidade com as representações dos critérios estaduais e municipais de saúde. Objetivo: Demonstrar o quão importante é a participação popular no SUS, frisar a importância da paridade que dá voz ao povo, e o quanto a ausência da participação popular afeta o sistema. Metodologia: Para o desenvolvimento deste estudo foi realizada uma revisão de literatura nas bases científicas Scielo, LILACS, Science e PubMed com as palavras chave, controle social, participação popular e SUS. Resultados: A presença de leis são um dos fatores que asseguram - por meio da paridade - a presença da população no SUS em conselhos e conferências de saúde, e grande parte da sociedade desconhece que tem seus direitos garantidos e negligenciam a manutenção, qualidade e monitoramento do sistema pela omissão. Para divulgar a importância da participação popular como princípio organizativo do Sistema Único de Saúde, várias ações podem ser implementadas, como divulgar o funcionamento do SUS e frisar a importância da participação popular para definir o futuro do sistema. Conclusão: A capacidade do clamor popular para gerar impacto social não deve ser subestimada, e a presença popular como princípio organizativo do SUS precisa ser defendida a fim de manter os direitos conquistados e permitir a constante evolução do sistema de saúde e sua adequação às necessidades da sociedade brasileira.

Abstract:
The process of building the Brazilian Public Health System (SUS) is based on legal definitions established by the Federal Constitution in 1988, and complemented by the laws 8080/90 and 8.142/90. These laws guarantee universal health coverage as well as aspects related to its organization and functioning, including financing criteria to the states and counties, in addition to establishing social control composed by representatives of all public administration level. Objective: To demonstrate how important popular participation is for SUS performance, and to emphasize the importance of parity that gives voice to the people, and discuss how lack of popular participation affects the system. Methodology: literature review at the scientific bases of Scielo, LILACS, Science and Pubmed using keywords: Social control, Popular participation and SUS. Results: The existence of laws is one of the factors that ensure - through parity - the participation of the population in SUS organizational structure, which is based on the role of health councils. Unfortunately, most citizens are unaware of their rights - and duties! - and neglect their own participation, which could ensure the quality and and safety of the system and this omission has caused much damage to the system. Raising public awareness about the importance of popular participation as an organizing principle of the SUS , can be done by advertising how SUS work and the relevance of popular participation to the future of the system. Conclusion: Citizens participation is crucial to allow the changes in the health system to happen, and to make it possible to SUS to adapt to the growing health needs of the Brazilian population.
