Este artigo discute os aspectos
previdenciários afetos aos servidores públicos
federais do Brasil, relativamente à implantação
do sistema de previdência complementar. A
instauração de regimes complementares de
previdência é uma tendência mundial e marca
uma mudança de paradigmas nos moldes
da previdência, a partir da qual o servidor
arcará com os riscos do sistema, e o Estado
se distanciará da função de garantidor dos
infortúnios e contratempos cobertos pelos
sistemas de previdência. Para o estudo, foram
analisados os aspectos legais da criação
da fundação de previdência complementar
(FUNPRESP) e sua repercussão sobre os
direitos previdenciários dos servidores públicos
federais. A metodologia utilizada pautou-se
em revisão bibliográfica, tratamento de dados
secundários e simulações hipotéticas: uma
conforme o plano de aposentadoria Regime
Próprio de Previdência Social e outra baseada
no Regime de Previdência Complementar dos
Servidores Públicos. Os resultados da simulação
apontam para perda salarial do servidor no
regime novo, com indícios de sustentabilidade
do modelo de regime complementar no longo
prazo.

Abstract:
This article discusses the social
security aspects affecting Brazilian public
servants, regarding the implementation of
the supplementary pension system. The
implementation of supplementary pension
schemes is a global trend and marks a paradigm
shift in the form of social security, from which
the server will bear the risks of the system and
the State will distance itself from the function of
guarantor of the misfortunes and risks covered
by the systems of social security. We analyzed
the legal aspects of the creation of the foundation
of complementary pension (FUNPRESP) and
its repercussion on the social security rights of
federal civil servants. The methodology used
was based on bibliographic review, treatment of
secondary data and hypothetical simulation, one
of which is in accordance with the Retirement
Scheme Own Regime of Social Security and
another based on the Complementary Pension
Scheme of Public Servants. The results of the
simulation point to the server salary loss in the

new regime, with indications of sustainability of the complementary regime model in
the long term.
