POLÍTICAS PÚBLICAS DE ESPORTE E LAZER NO AMAPÁ E A INCLUSÃO DAS POPULAÇÕES TRADICIONAIS
O esporte e o lazer caracterizam-se como direitos sociais assentados nos direitos fundamentais da pessoa humana e da coletividade, mas ainda há uma distância entre as garantias legisladas e o que é efetivamente realizado e necessário. O Estado do Amapá é marcado pela existência de um conjunto de tradições e crenças influenciados pelo hibridismo cultural entre negros, indígenas e europeus, resultando em uma realidade social desigual e contraditória. Este artigo tem por objetivo verificar de que forma se dá a inclusão das populações tradicionais nos programas/projetos de esporte e lazer vinculados a Secretaria de Estado de Esporte e Lazer do Amapá através de uma pesquisa documental realizada em arquivos públicos disponíveis digitalmente. A busca resultou em um total 8 documentos que foram lidos e sistematizados, identificando preliminarmente se tratar de políticas universais ou focalizadas, e em seguida foram submetidos ao software NVivo 12 para que pudéssemos chegar às categorias utilizadas neste artigo. Dos projetos e programas analisados, nenhum se trata de uma política social universal e, nenhum deles é direcionado ou menciona as populações tradicionais, o que corrobora com a ideia de população invisível, trazendo à tona o debate sobre direitos relativos ao esporte e lazer vinculado as questões socioculturais, que nessa área ainda são ainda temas pouco comuns, encontrando-se distante a discussão na qual permeia a relação corpo e cultura dentro de um ambiente rural, além disso, os temas predominantes foram relativos ao esporte de alto rendimento, no caso da pesquisa em questão contrastando com a inclusão das populações tradicionais que tem suas práticas corporais principalmente relacionadas a questões culturais próprias do meio que vivem. O esporte e lazer não são campos neutros, são um campo de vivências contra hegemônico que precisam questionar desigualdades e formas de opressão e contribuir para reconhecermos a diversidade cultural como algo legítimo.

Abstract:
Sport and leisure are characterized as social rights based on the fundamental rights of the human person and the community, but there is still a gap between the legislated guarantees and what is effectively performed and necessary. The State of Amapá is marked by the existence of a set of traditions and beliefs influenced by cultural hybridism between blacks, indigenous peoples, and Europeans, resulting in an unequal and contradictory social reality. This article aims to verify how the inclusion of traditional populations in sports and leisure programs/projects linked to the Secretary of State for Sport and Leisure of Amapá takes place through documentary research carried out in digitally available public archives. The search resulted in a total of 8 documents that were read and systematized, initially identifying whether they were universal or focused policies, and then submitted to the NVivo 12 software so that we could reach the categories used in this article. Of the projects and programs analyzed, none is a universal social policy and none of them is directed at or mentions traditional populations, which corroborates the idea of an invisible population, bringing to light the debate on rights related to sport and leisure linked to sociocultural issues, which are still uncommon in this area, the discussion in which permeates the relationship between body and culture within a rural environment is distant. In addition, the predominant themes were related to high-performance sport, in the case of research in question contrasting with the inclusion of traditional populations whose bodily practices are mainly related to cultural issues specific to the environment in which they live. Sport and leisure are not neutral fields, they are a field of counter-hegemonic experiences that need to question inequalities and forms of oppression and contribute to recognizing cultural diversity as something legitimate.
