Abstract: In Brazil, the development of public student assistance policies within the scope of Federal Higher Education Institutions (IFES) represents the search for reducing inequalities in the context of higher education. However, the promotion of equal rights is not restricted to the implementation of such government actions, as the legal instruments that institute or regulate them, as well as the management practices used by public administration, can encourage discrepancies between the subject matters. of the action, thus distorting the specific principle of adequate policy. In view of this, this research sought to analyze the University Residency Program for Undergraduate Studies (PRUG) at the Federal Rural University of Pernambuco (UFRPE), aiming to understand its limits and possibilities, in light of the provisions contained in the normative acts and speeches presented by the Program management. For this purpose, documentary analysis was used as data collection instruments - especially the residence regulations and the annual management reports of the researched institution and the Dean of Student Management and Inclusion (PROGESTI) - and semi-structured interviews with two (2) disciplines linked to PROGESTI and the University Residence Management Coordination (CGRU). The information obtained was proven to be inspired by Discourse Analysis, French line. A survey revealed that PRUG's potential in terms of developing equity comes up against gaps in both normative acts and management acts, showing that there is no data at the institution to prove its efficiency. Therefore, the investigation points to the need for adjustments, especially with regard to effective monitoring of the academic life of residents and the Program.
