POLÍTICAS PÚBLICAS DE AÇÕES AFIRMATIVAS COMO FERRAMENTA PARA A REDUÇÃO DA DESIGUALDADE SOCIAL: UM DIAGNÓSTICO NO IFMA CAMPUS SANTA INÊS
Para demonstrar o alcance da implementação das políticas públicas se faz necessário compreender os índices elevados de desigualdade social, e assim surge a inquietação: A desigualdade social pode ser reduzida com a implementação de políticas públicas de ações afirmativas? Com o objetivo de analisar os dados relevantes e verificar como as ações afirmativas são fomentadas para garantir a redução da desigualdade social foi realizada a pesquisa descritiva, de caráter quantitativo, aos servidores do IFMA na cidade de Santa Inês-MA. O estudo apresentou dados, dos anos de 2016 a 2018, da reserva de vagas para PP (preto ou pardo) e PCD (pessoas com deficiência) nos concursos para servidores, análise da forma de acesso dos alunos provenientes de cotas, discussão sobre a abrangência das políticas de assistência estudantil aos discentes cotistas e as ações desenvolvidas pela instituição na promoção da igualdade racial e de inclusão escolar dos alunos com necessidades especiais. A pesquisa cria bases futuras para uma análise no planejamento orçamentário da instituição com vistas à verificação e garantia de recursos na aplicação de ações afirmativas e assim conclui-se que o IFMA Campus Santa Inês, mesmo com uma deficiência identificada no processo seletivo de discentes cotistas PPI (pretos. pardos e indígenas), tem garantido o acesso e a permanência de grupos sociais historicamente excluídos com a aplicação das políticas de ações afirmativas em conjunto com as políticas de assistência estudantil, contribuindo para a redução da desigualdade social.

Abstract:
To demonstrate the scope of the implementation of public policies, it is necessary to understand the high levels of social inequality, and so the restlessness arises: Can social inequality be reduced with the implementation of affirmative action public policies? In order to analyze the relevant data and verify how affirmative actions are promoted to ensure the reduction of social inequality descriptive research was carried out, with a quantitative character, to the IFMA servers in the city of Santa Inês-MA. The study presented data, from the years 2016 to 2018, from the reservation of vacancies for PP (black or brown) and PCD (people with deficiency) in public server contests, analysis of the form of access of students from quotas, discussion on coverage of student assistance policies for quota students and the actions developed by the institution to promote racial equality and school inclusion of students with special needs. The research creates future bases for an analysis in the institution's budget planning with a view to verifying and guaranteeing resources in the application of affirmative actions and thus it is concluded that the IFMA Campus Santa Inês, even with a deficiency identified in the selection process of PPI quota students (blacks, browns and indigenous), has ensured the access and permanence of historically excluded social groups through the application of affirmative action policies in conjunction with student assistance policies, contributing to the reduction of social inequality.
