POLÍTICA DESENVOLVIMENTISTA PARA A PRODUÇÃO CINEMATOGRÁFICA INDEPENDENTE NO BRASIL E SEU IMPACTO NA AUTONOMIA CRIATIVA: UM BALANÇO DESDE A RETOMADA
A presente pesquisa consiste na análise de dados econômicos do cinema brasileiro desde o início da década de 1990, com o objetivo de verificar a efetividade da Política Nacional do Cinema (PNC), através da análise do impacto que os recursos de fomento e incentivo possam ter gerado no setor sob o prisma desenvolvimentista, e a interferência acarretada por esse sistema na autonomia criativa e estética dos filmes independentes. Os dados abarcam: i) os valores captados por obra através dos mecanismos públicos; ii) número de espectadores e receitas em bilheteria, quando da exibição em salas de cinema; iii) percentuais de retorno financeiro das obras que utilizaram investimentos pelo Fundo Setorial do Audiovisual (FSA); e iv) existência ou não de coprodutor, e possível relação mantida com tais parceiros, além de comparativo das bilheterias de filmes estrangeiros durante os mesmos períodos. A principal hipótese é que a política analisada não obteve êxito quanto ao propósito de alavancar a autossustentabilidade financeira das produtoras de filmes independentes, e os dados apontam para uma presença maior de coprodutoras não independentes entre as produções que obtiveram mais êxito em receita de bilheteria, ou no retorno financeiro ao FSA. Essa correlação sugere que empresas não independentes possam ter criado um modelo de negócios baseado em coproduções com empresas independentes que possivelmente favorece o desempenho econômico dessas obras. Na mesma esteira, entre as obras com menores resultados em termos de receitas, não se verifica uma conjugação de esforços entre produção e distribuição, além de grande presença de obras mais voltadas aos circuitos alternativos.

Abstract:
This research investigates the economic data of Brazilian cinema since the beginning of the 1990s, for the purposes of verifying the effectiveness of the National Cinema Policy, through the analysis of the impact that the resources of promotion and incentive may have generated in the sector from a developmental perspective, and the interference caused by this system in the creative and aesthetic autonomy of independent films. The analysed data includes: i) resources used to produce the movie from public funds; ii) number of spectators and box office receipts in cinemas; iii) percentages of financial return on movies which used investments by the Sectorial Audio-visual Fund; and iv) eventual existence of a co-producer, and possible relationship maintained with such partners, in addition to comparing foreign film box offices during the same periods. The main hypothesis is that this policy was not successful in terms of leveraging the financial self-sustainability of independent film producers, and the data suggests to a massive presence of non-independent co-producers among the productions that were more successful in their revenue, or financial return to the Sectorial Audio-visual Fund. This association suggests that non-independent companies may have created a business model based on co-productions with independent companies that possibly benefits the economic performance of these works. Likewise, among the works with the lowest results in terms of revenue, there is no combination of efforts between production and distribution, in addition to the great presence of works focused on alternative circuits.
