POLÍTICA DA EDUCAÇÃO ESPECIAL NA REDE MUNICIPAL DE ENSINO DE PONTA GROSSA/PR NA SEGUNDA DÉCADA DO SÉCULO XXI
O prefeito municipal de Ponta
Grossa criou, através do Decreto 11294/2016, o
Centro Municipal de Atendimento Educacional
Especializado (CMAEE) vinculado à Secretaria
Municipal de Educação (SME). O principal
objetivo do CMAEE é o de aprimorar a política
educacional do município voltada para a infância,
em uma perspectiva de Educação Inclusiva.
Suas ações têm a tarefa de impactar práticas
docentes na educação infantil e anos iniciais do
Ensino Fundamental. Tem o compromisso de
dar suporte ao processo de inclusão escolar,
aos alunos da Educação Especial, matriculados
nas instituições escolares da Rede Municipal
de Ensino. A SME, respeitando a diversidade
humana, desenvolve um trabalho alinhado ao
que propõe a Política Nacional de Educação
Especial, oferecendo serviços de apoio como
as Salas de Recursos Multifuncionais (SRM),
Auxiliares de Inclusão (AIs) e a Formação
Continuada para os professores que trabalham
com os alunos especiais, contribuindo na busca
da identificação e superação de barreiras
existentes para inclusão efetiva e promovendo
o desenvolvimento e aprendizagem dos alunos
com direitos especiais, que estão inclusos, nas
classes regulares das escolas da rede municipal.
Para isso identifica limites e potencialidades deste
público alvo. Desde 2017, desenvolve o Projeto
“Diálogos”, envolvendo pais/responsáveis pelos
alunos especiais, professores regentes, equipe
gestora, auxiliares de inclusão, professores de
SRM e equipe técnica do CMAEE. As reuniões
ocorrem por região de abrangência, em relação
a localização das escolas/CMEIs. Nas reuniões,
a equipe técnica se apoia em dinâmicas de
relacionamentos provocando o diálogo franco,
com a socialização de ideias, aproximando
família/instituição escolar e equipe do CMAEE.

Abstract:
The municipal mayor of Ponta
Grossa created, through Decree 11294/2016,
the Municipal Center of Specialized Educational
Assistance (CMAEE) linked to the Municipal
Education Department (SME). The main
objective of the CMAEE is to improve the
educational policy of the municipality directed
towards children, from an Inclusive Education perspective. Their actions have the
task of impacting teaching practices in early childhood education and early years of
Elementary Education. It is committed to support the process of inclusion in school, to
students of Special Education, enrolled in school institutions of the Municipal Network
of Education. The SME, respecting human diversity, develops a work in line with what
the National Policy for Special Education proposes, offering support services such as
the Multifunction Resource Rooms (SRM), Assistants of Inclusion (AIs) and Continuing
Education for teachers who work with special students, helping to identify and overcome
existing barriers to effective inclusion and promoting the development and learning of
students with special rights that are included in the regular classes of municipal schools.
For this, it identifies the limits and potentialities of this target audience. Since 2017,
he has developed the "Dialogues" Project, involving parents / guardians for special
students, regent teachers, management staff, inclusion auxiliaries, SRM teachers and
CMAEE technical staff. The meetings take place by region, in relation to the location
of the schools / CMEIs. In the meetings, the technical team relies on relationships
dynamics, provoking frank dialogue, with the socialization of ideas, approaching family
/ school institution and CMAEE team.
