PAISAGENS AUTOCONSTRUÍDAS: O PAPEL DA ASSISTÊNCIA TÉCNICA HABITACIONAL NA PRODUÇÃO DO ESPAÇO NO BAIRRO NOVA VIÇOSA, VIÇOSA (MG)
Este livro é fruto da dissertação de Mestrado em Arquitetura e Urbanismo, pela Universidade Federal de Viçosa (MG). Trata-se de investigação realizada junto aos sujeitos urbanos e agentes implementadores do Projeto HABITAT (DAU-UFV) de assistência técnica habitacional no bairro Nova Viçosa, Viçosa. O objetivo foi estudar os efeitos decorrentes da assistência técnica na paisagem autoconstruída e na produção do espaço no bairro mencionado. Trata-se de uma pesquisa de cunho qualitativo-reflexivo, com proposta de investigação empírica e de composição mista: revisão bibliográfica, levantamento de dados secundários e de arquivos, análise documental, estudo de caso, entrevistas semiestruturadas e observação direta. A sistematização dos dados, através de planilhas eletrônicas e produção cartográfica, e as reflexões revelaram que as paisagens dos assentamentos urbanos populares são massivamente conformadas pela prática da autoconstrução aliada à informalidade e precariedade, como é o caso do bairro Nova Viçosa. Os dilemas dessas paisagens autoconstruídas são agravados pela histórica ineficiência das políticas de habitação e pela gestão conservadora de nossas cidades, embora tenham ganhado espaço e importância iniciativas governamentais na área da assistência técnica habitacional, como é o caso da Lei nº 11.888/08. Verificou-se ainda que, embora sejam ações limitadas e pontuais no território nacional, as iniciativas em assistência técnica, como é o caso do Projeto HABITAT que possibilitou modificações mais evidentes na paisagem vertical (parte interna) das casas, acarretam efeitos benéficos no que tange à qualidade de vida da população carente e se provam caminho para a conquista da moradia digna.

Abstract:
This book is the result of the Master's dissertation in Architecture and Urbanism, by the Federal University of Viçosa (MG). It’s about investigation carried out with the urban subjects and implementing agents of HABITAT Project (DAU-UFV) of technical housing assistance in the neighborhood of Nova Viçosa, Viçosa. The objective was to study the effects arising from technical assistance on the self - built landscape and in the production of space in the aforementioned neighborhood. This is a qualitative-reflexive research, with empirical proposal and based on a mixed composition: bibliographic review, collection of secondary and archival data, documentary analysis, case study, semi-structured interviews and direct observation. The systematization of the data through spreadsheets and cartographic production and the reflections revealed that the landscapes of popular urban settlements are massively conformed by the practice of self-construction together with informality and precariousness, such as the case of the Nova Viçosa neighborhood. The dilemmas of these self-constructed landscapes are aggravated by the historical inefficiency of housing policies and the conservative management of our cities, although government initiatives in the area of housing technical assistance have gained momentum and importance, as can be seen in the case with Law 11888/08. It was also verified that, although these actions are limited and punctual in the national territory, the initiatives in technical assistance, such as the case of the HABITAT Project that allowed for more evident modifications in the vertical landscape (internal part) of the houses, have beneficial effects with regard to the quality of life of the needy population and are proven way to the conquest of decent housing.
