OS RECURSOS FINANCEIROS PARA A MANUTENÇÃO DO PRONTO ATENDIMENTO MUNICIPAL DO PATRONATO EM SANTA MARIA
Este artigo objetiva averiguar a (in)existência de recursos financeiros para a manutenção da unidade de Pronto Atendimento Municipal do Patronato localizada na cidade de Santa Maria, Rio Grande do Sul no ano de 2016. Para a realização da pesquisa, utilizou-se o método indutivo e o monográfico. A análise realizada dá-se em virtude da garantia constitucional acerca da saúde, uma vez que existe repercussão social a respeito do serviço prestado. Nesta perspectiva, aborda-se a transferência de recursos dos entes federativos ao pronto atendimento com a finalidade de investigar a relação desta com o seu reflexo no âmbito municipal. Verifica-se que o estabelecimento de saúde realiza procedimentos que não são financiados pela União, assim como evidencia-se a necessidade de ações programáticas voltadas à atenção básica de saúde.

Abstract:
This paper aims to investigate the (in)existence of financial resources for the sustenance of the Patronato Municipal Emergency Care unit located in Santa Maria, Rio Grande do Sul, in 2016. For the elaboration of the research, the methods used are inductive and monographic. The analysis performed is due to the constitutional guarantee concerning health, since there is social repercussion regarding the service provided. In this perspective, there is the approach of transferring resources from federal entities to emergency care to investigate its relationship with its impact on the municipal extent. It is possible to verify that the health facility performs procedures that are not financed by the Union, as it is also possible to highlight the need for programmatic actions concerning primary health care.
