OS GARIS NO MUNICÍPIO DE CAMPO GRANDE/MS: PROCESSO DE EXCLUSÃO E INVISIBILIDADE SOCIAL SOB A PERSPECTIVA SÓCIO-JURÍDICA
Muitos são os grupos que sofrem com a exclusão e a invisibilidade social
na sociedade contemporânea, sendo que são múltiplas as facetas desses processos,
principalmente no contexto urbano. Ante esse cenário, o presente escrito teve por
intenção analisar as condições que se encontram os garis na cidade de Campo
Grande - MS. Esses atores sociais, diariamente, estão presentes nas diversas
situações do cotidiano das cidades. No entanto, por ser o lixo seu objeto de trabalho,
muitas pessoas os “desqualificam” ou mesmo “ignoram”, agravando a invisibilidade
social.Visando atingir o objetivo deste estudo, após a fundamentação teórica sobre
a dialética inclusão/exclusão e a invisibilidade social, foram realizadas entrevistas
semi-estruturadas com os garis de varrição e de coleta seletiva, para fins de análise
qualitativa da realidade vivenciada por esses trabalhadores nas ruas do município
em estudo. Após tais procedimentos metodológicos e adotando uma perspectiva
sócio-jurídica, compreende-se que a profissão gari, informalmente chamada de
“lixeiro”, associa imediatamente o sujeito que desempenha tal função, ao lixo, aquilo
que não serve mais para a sociedade, o refugo, a sujeira. Desse modo, preconceitos,
discriminações e valores negativos são atribuídos a essas pessoas, que dia após dia,
tornam-se seres invisíveis, ‘integrados’, porém, não incluídos. De um modo geral,
verificou-se que cotidianamente cenas de preconceito e discriminação são
vivenciadas por esses atores, que quase nunca encontram oportunidades de
ascensão social e vida digna, cabendo à ciência jurídica um olhar mais detido sobre
a questão da invisibilidade social que assombra o grupo em foco de estudo: os garis.

Abstract:
Many are the groups that suffer from social exclusion and invisibility in
contemporary society, and there are multiple facets of these processes, especially in
the urban context. Faced with this landscape, this writing had the intention to analyze
the conditions that are the waste collectors in the city of Campo Grande - MS. These
social actors, every day, are present in various situations of every day life of cities.
However, as the garbage their object of work, many people to "disqualify" or "ignore",
exacerbating the social invisibility. In order to achieve the objective of this study, after
the theoretical frame work of the dialectic inclusion/exclusion and social invisibility,
were conducted semi-structured interviews with the waste collectors sweeping and
selective collection for qualitative analysis purposes the reality experienced by the
workers in city street sunder study. After such methodological procedures and
adopting a socio-legal perspective, it is understood that the waste collector
profession, informally called "lixeiro", immediately associates the person who
performs such a function, the trash, what no longer serves society, refuse, dirt. Thus,
prejudice, discrimination and negative values are assigned to these people, who day
after day, become invisible beings, 'integrated', however, not included. In general, it
was found that daily prejudice scenes and discrimination are experienced by these
actors, who almost never find social advancement opportunities and dignified life,
while the legal science a closer look held on the issue of social invisibility that haunts
group study focus: the waste collectors.
