ORGANIZAÇÃO DO SISTEMA PÚBLICO DE SAÚDE: OFICINAS DE ORIENTAÇÃO EM DISPOSITIVOS SOCIAIS EM MUNICÍPIO DE REGIÃO FRONTERIZA BRASILEIRA
Desde sua implementação no Brasil,
no ano de 1988, o Sistema Único de Saúde
(SUS) vem passando por diferentes processos
de organização, planejamento e gestão. Umas
das mais recentes mobilizações ocorreram na
consolidação do Pacto pela Saúde, no ano de
2006, no qual foram instituídos três pactos, onde
um deles é denominado de Pacto pela Gestão.
O Sanitarista coloca-se como um profissional
apto para lidar com gestão, políticas, educação,
comunicação e promoção em saúde, sendo
capaz exercer a gestão de cursos, palestras
e conferências no âmbito interdisciplinar do
campo da saúde. Nesse sentido, o objetivo
deste projeto de extensão universitária foi
fortalecer o empoderamento cidadão, através
da informação e comunicação em saúde, no
entendimento do funcionamento do sistema
público de saúde local e no reconhecimento de
seus direitos como usuário. Assim, a metodologia
adotada foi a realização de oficinas, feitas por
meio de exposições audiovisuais, linguagem
oral, rodas de conversa e problematização
de casos, bem como a entrega de material
informativo impresso. As ações propostas neste
projeto permitiram o fortalecimento da parceria
institucional UNILA – SMSA/FOZ, propiciando
a participação dos acadêmicos, como futuros sanitaristas, o que contribui para a gestão e o planejamento das ações sanitárias no
município. Ademais, as ações abriram espaço às vivências e desafios que o sistema
entesta no âmbito municipal, oportunizando à análise e aprendizagem para lidar com
a dinâmica da gestão municipal do SUS. O empoderamento cidadão experimenta um
aprofundamento nos processos e mecanismos ligados ao sistema de saúde público
local através de ações como estas.

Abstract:
Since its implementation in Brazil in 1988, the Unified Health System
(SUS) has been undergoing different organizational, planning and management
processes. One of the most recent mobilizations occurred in the consolidation of the
Pact for Health in 2006, in which three pacts were instituted, one of which is called
the Management Pact. The Sanitarian places itself as a professional able to carry
out management, education, communication and health promotion, being able to
teach courses, lectures and conferences in the interdisciplinary scope of health. In
this sense, the objective of this university extension project was to strengthen citizen
empowerment, through information and communication in health, in understanding the
functioning of the local public health system and in the recognition of their rights as a
user. Thus, the methodology adopted was the realization of workshops, made through
audiovisual exhibitions, oral language, conversation groups and case study, as well as
the delivery of printed information material. The actions proposed in this project allowed
the strengthening of the institutional partnership UNILA - SMSA / FOZ, providing the
participation of academics as future sanitarians, which contributes to the management
and planning of sanitary actions in the municipality. In addition, the actions opened the
way to experience challenges that the system entails in the municipal scope, allowing
the analysis and learning to deal with the dynamics of the SUS local management.
Citizen empowerment experiences a deepening of the processes and mechanisms
linked to the local public health system for actions like these.
