OPERAÇÃO ACOLHIDA E PRÁTICAS COMUNICATIVAS: UM ESTUDO SOBRE AS CONCEPÇÕES MIGRATÓRIAS E A RECEPÇÃO DOS MIGRANTES VENEZUELANOS NO BRASIL
Num país com altos índices de desigualdade social e de pobreza como o Brasil, promover a proteção humanitária e a garantia dos direitos de migrantes e refugiados venezuelanos é uma missão complexa. O presente estudo tem por objetivo analisar a adequação da legislação brasileira no que diz respeito à proteção dos direitos humanos dos migrantes e refugiados venezuelanos, diante da realidade migratória do País e das principais normas internacionais sobre o tema. Para tanto, utiliza-se o método dedutivo. Para alcançar o objetivo supra, adotou-se, como método de abordagem, o qualitativo e, como método de procedimento, o descritivo. Quanto à técnica de pesquisa, utilizou-se o levantamento bibliográfico e documental. Entre abril de 2018 a abril de 2021, foram interiorizados para diversos municípios brasileiros 50.475 migrantes e refugiados venezuelanos. A estratégia de deslocar migrantes e refugiados venezuelanos para diferentes municípios no Brasil é uma maneira ordenada de tentar garantir a inserção socioeconômica, desafogar o sistema básico de Roraima, garantir a proteção social e a defesa de direitos. Justifica-se o trabalho em razão da imigração dos cidadãos venezuelanos ao Brasil na busca de uma vida mais digna, em razão da crise política, social, econômica e humanitária que acomete a Venezuela.

Abstract:
In a country with high levels of social inequality and poverty like Brazil, promoting humanitarian protection and guaranteeing the rights of Venezuelan migrants and refugees is a complex mission. The present study aims to analyze the adequacy of Brazilian legislation with regard to the protection of the human rights of Venezuelan migrants and refugees, given the country's migratory reality and the main international standards on the subject. For this, the deductive method is used. In order to achieve the above objective, the qualitative approach was adopted and the descriptive method was used as a procedure method. As for the research technique, a bibliographic and documentary survey was used. Between April 2018 and April 2021, 50,475 Venezuelan migrants and refugees were interned in several Brazilian municipalities. The strategy of displacing Venezuelan migrants and refugees to different municipalities in Brazil is an orderly way of trying to guarantee socio-economic insertion, relieving the basic system of Roraima, guaranteeing social protection and the defense of rights. The work is justified due to the immigration of Venezuelan citizens to Brazil in search of a more dignified life, due to the political, social, economic and humanitarian crisis that affects Venezuela.
