OBRIGATORIEDADE DE CONEXÃO SIMULTÂNEA ÀS REDES DE DISTRIBUIÇÃO DE ÁGUA E ESGOTAMENTO SANITÁRIO
O presente trabalho visa apresentar o desenvolvimento teórico e prático iniciado a partir de solicitação apresentada pelo prestador de serviços de saneamento regulado pela ARSESP (Agência Reguladora dos Serviços de Saneamento e Energia do estado de São Paulo), que resultou na criação de norma regulatória que impõe aos prestadores de serviços, a obrigatoriedade de realização da interligação dos imóveis à rede de água conjuntamente à rede coletora de esgotos, medida adotada com o objetivo de eliminar as chamadas ligações factíveis de esgoto, proporcionando o compartilhamento dos custos dos investimentos de implantação do sistema de esgoto entre o maior número de usuários possível e a melhoria do meio ambiente urbano. As ligações factíveis de esgoto referem-se aos imóveis que possuem rede coletora de esgoto, mas não estão a ela interligados.

Abstract:
The present work aims to present the theoretical and practical development initiated from a request submitted by the sanitation service provider regulated by ARSESP (Regulatory Agency for Sanitation and Energy Services of the State of São Paulo), which resulted in the creation of a regulatory standard that imposes to service providers, the obligation to perform the interconnection of the properties to the water network together with the sewage collection network, a measure adopted with the objective of eliminating the so-called feasible sewage connections, providing the sharing of the costs of investments in the implementation of the sanitation system between the largest possible number of users and the improvement of the urban environment. Feasible sewage connections refer to households that have a sewage collection network, but are not connected to it.
