O USO DE MODELOS DE MATURIDADE COMO INSTRUMENTO DE GESTÃO DA MELHORIA DA QUALIDADE REGULATÓRIA PARA O DESENVOLVIMENTO ECONOMICO SUSTENTÁVEL
A qualidade regulatória impacta diretamente na vida dos usuários dos serviços públicos regulados. A identificação de boas práticas regulatórias e a possibilidade de replicabilidade dessas práticas interessa a todo o setor econômico e estatal.
O desenvolvimento do estado regulador no Brasil já bate às portas da idade balzaquiana mas resta-nos apurar se de fato a atividade regulatória atingiu a maturidade. Os modelos de maturidade permitem identificar no universo das agências reguladoras brasileiras, de âmbito federal, estadual ou municipal em qual nível de maturidade está a regulação no Brasil e como podemos propiciar mercados mais transparentes e eficientes, retomar investimentos e consequentemente promover o crescimento da economia nacional de forma sustentável.
Este trabalho pormenoriza o desenvolvimento e o uso de um modelo de diagnóstico capaz de identificar a maturidade da agência reguladora avaliada e, indicar os aspectos que devem ser perseguidos para que qualquer agência atinja excelência e maturidade regulatória.

Abstract:
Regulatory quality directly impacts the lives of users of regulated public services. The identification of good regulatory practices and the possibility of replicability of these practices is of interest to the entire economic and state sector.
The development of the regulatory state in Brazil is already knocking the doors of the Balzac age, but it remains to be determined whether in fact the regulatory activity has reached maturity. Maturity models allow us to identify in the universe of Brazilian regulatory agencies, at the federal, state or municipal level, which level of maturity is the regulation in Brazil and how we can provide more transparent and efficient markets, resume investments and consequently promote the growth of the national economy in a sustainable way.
This work details the development and use of a diagnostic model capable of identifying the maturity of the regulatory agency evaluated and, indicating the aspects that must be pursued so that any agency reaches excellence and regulatory maturity. -
