O PAPEL DOS COMITÊS DE PREVENÇÃO DA MORTALIDADE MATERNA, INFANTIL E FETAL: PERCEPÇÃO DOS GESTORES MUNICIPAIS DE SAÚDE
O estudo teve por objetivo conhecer a percepção de gestores municipais de saúde sobre o papel dos Comitês de Prevenção da Mortalidade Materna, Infantil e Fetal. Trata-se de estudo qualitativo, realizado em uma região de saúde no interior de Minas Gerais. Participaram 8 secretários de saúde dos municípios participantes da região. Coleta de dados ocorreu por meio de entrevista orientada por roteiro semiestruturado, no primeiro semestre de 2016. Realizou-se Análise de Conteúdo de Bardin. Os aspectos éticos da pesquisa com seres humanos foram respeitados. Os gestores de saúde compreendem os objetivos dos Comitês, sobretudo no que tange à melhoria da assistência prestada às gestantes e investigação do óbito em evitável ou não. Reconhecem os desafios logísticos e de recursos humanos para o funcionamento integral do mesmo, além da necessidade de capacitação e visibilidade. Os gestores de saúde possuem concepções claras sobre os objetivos e a importância dos Comitês, entretanto, reconhecem desafios que fragilizam o funcionamento dos mesmos. Os desafios são a logística e recursos com meio de transporte e pertencem ao escopo de governabilidade desses gestores, revelando uma contradição entre a importância reconhecida e aquela que é traduzida em práticas cotidianas. Ademais, há necessidade que a sociedade compreenda as funções dos Comitês e atue na participação e apoio destes.

Abstract:
The study aimed to understand the perception of municipal health managers about the role of the Committees for the Prevention of Maternal, Child and Fetal Mortality. This is a qualitative study, carried out in a health region in the interior of Minas Gerais. Eight health secretaries from the participating municipalities in the region participated. Data collection took place through interviews guided by a semi-structured script, in the first half of 2016. Bardin's Content Analysis was performed. The ethical aspects of research with human beings were respected. Health managers understand the objectives of the Committees, especially regarding the improvement of care provided to pregnant women and investigation of preventable or non-preventable death. They recognize the logistical and human resource challenges for its full functioning, in addition to the need for training and visibility. Health managers have clear conceptions about the objectives and importance of the Committees, however, they recognize challenges that weaken their functioning. The challenges are the logistics and resources with means of transport and belong to the scope of governance of these managers, revealing a contradiction between the recognized importance and that which is translated into daily practices. Furthermore, there is a need for society to understand the functions of the Committees and act in their participation and support.
