O PAPEL DO CAPS III NOS SERVIÇOS SUBSTITUTIVOS DE SAÚDE MENTAL DE BOA VISTA – RORAIMA
Este trabalho aborda a inserção dos serviços substitutivos de saúde mental na política de assistência à saúde, incluindo a criação dos CAPS, com uma abordagem mais específica ao Centro de Atenção Psicossocial (CAPS III) em Boa Vista/ RR e sua atuação dentro do Projeto da Reforma Psiquiátrica. Este estudo resulta de pesquisa bibliográfica e de campo, que deram embasamento científico e direcionamento à pesquisa, enquanto a investigação in loco propiciou o conhecimento empírico da realidade. Apesar das dificuldades enfrentadas, houve avanços, como a sanção da Lei Federal nº 10.216/2001, que dispõe sobre a proteção e os direitos das pessoas com transtornos mentais e consolida a política de saúde mental no país e os CAPS. Dentre eles, está o CAPS III em Boa Vista/ RR, que apresenta o caráter público inerente ao SUS. Realizando, não somente o acompanhamento clínico, psicológico, mas também, atividades voltadas à defesa de direitos e ao fortalecimento da autonomia dos usuários, apesar dos entraves existentes, devido à fragilidade nas políticas públicas e ao preconceito e exclusão social.

Abstract:
This paper addresses the insertion of substitutive mental health services in health care policy, including the creation of CAPS, with a more specific approach to the Psychosocial Care Center (CAPS III) in Boa Vista / RR and its role within the Project of Psychiatric Reform. This study results from bibliographic and field research, which gave scientific basis and direction to the research, while in loco investigation provided the empirical knowledge of reality. Despite the difficulties faced, there were advances, such as the sanction of Federal Law No. 10.216 / 2001, which provides for the protection and rights of people with mental disorders and consolidates the mental health policy in the country and the CAPS. Among them is the CAPS III in Boa Vista / RR, which presents the public character inherent to the SUS. Carrying out, not only clinical, psychological follow-up, but also activities aimed at defending rights and strengthening users' autonomy, despite the existing obstacles, due to the fragility of public policies and prejudice and social exclusion.
