O PAC NO MUNICÍPIO DE COLOMBO-PR: O PROJETO DE URBANIZAÇÃO DO JARDIM MARAMBAIA
O Município de Colombo faz parte da metrópole de Curitiba e desde a década de 1970 participa ativamente dadinâmica de periferização da moradia popular desta aglomeração urbana, que produziu espaços informais em grande parte localizados em áreas de fragilidade ambiental e com carência de infraestrutura. O histórico da política habitacional no Município sempre priorizou a resolução quantitativa do déficit habitacional gerado pela sua condição metropolitana, através de remoções de favelas. O PAC-UAP representou uma mudança nesse cenário, uma vez que permitiu investimento público nos assentamentos precários, incorporando a urbanização das áreas e priorizando o remanejamento. Esse artigo dedica-se a estudar o projeto de urbanização realizado no Jardim Marambaia, financiado pelo PAC – UAP, com o objetivo de verificar em que medida ele representou uma mudança na forma como vinham sendo implementadas as intervenções em favelas no município e em que aspectos ele reforça ou avançaem relação às práticas que o antecederam.

Abstract:
The Municipality of Colombo is part of the metropolis of Curitiba and since the 1970s it has actively participated in the dynamics of the peripheralization of popular housing in this urban agglomeration, which produced informal spaces largely located in areas of environmental fragility and lack of infrastructure. The history of housing policy in the Municipality has always prioritized the quantitative resolution of the housing deficit generated by its metropolitan condition, through removals of favelas. The PAC-UAP represented a change in this scenario, as it allowed public investment in precarious settlements, incorporating the urbanization of areas and prioritizing relocation. This article is dedicated to studying the urbanization project carried out in Jardim Marambaia, financed by the PAC – UAP, with the aim of verifying the extent to which it represented a change in the way interventions were being implemented in the city’s slum and in what aspects it reinforces or advances in relation to the practices that preceded it.
