Abstract: This article deals with public policies in the field of Brazilian public higher education, which faces a historical context of inequality, whether in terms of access, retention or completion. Initially, we sought to understand the theoretical foundations that synthesize the existence of public policies, addressing the constituent elements of the Modern State, going through the forces that led to the emergence of social rights, culminating with public policies in higher education. The second part of the article presents the origin of discrepancies in the field of access to Brazilian public universities and the significant improvements achieved, above all, from the formulation and implementation of educational policies aimed at the expansion of Federal Higher Education Institutions (IFES) and guaranteeing conditions for permanence and completion, by strengthening student assistance. In the third part, it is proposed to problematize the role of university residences in realizing the right to higher education, based on a case study.
