O CONTORNO MESTRE ÁLVARO: ALTERNATIVA AO FLUXO VIÁRIO DA BR–101NORTE NO MUNICÍPIO DE SERRA (ES)
O presente trabalho fez uma abordagem de ordem cronológica, a partir da segunda metade do século XX até a primeira década desse século XXI, quanto ao processo de industrialização e urbanização do Município de Serra – ES, desde a construção da BR – 101 Norte, rodovia federal longitudinal ligando o Nordeste ao Sul do Brasil. O objetivo desse trabalho foi avaliar as transformações ocorridas no corredor viário desse trecho. Através de pesquisas, verificou-se ser a BR – 101 Norte um indutor a industrialização e conseqüentemente à urbanização, mediante a construção de inúmeros conjuntos habitacionais entre as décadas de 70 a 80 na municipalidade serrana. Entretanto, a primeira década do corrente milênio, graças a estabilidade econômica do país, o território serrano volta a vivenciar a expansão imobiliária, se sobressaindo em relação às demais localidades da Região Metropolitana. Por outro lado, o aumento da frota automobilística local, associado à facilidade de aquisição do automóvel e conseqüentemente a baixa qualidade no transporte de massa, Sistema Transcol, vem resultando em transtornos a mobilidade urbana, culminando numa série de impactos no perímetro urbano da BR – 101 Norte, principal artéria viária do município. Diante dessa situação, autoridades governamentais vêm discutindo sistematicamente propostas, objetivando equacionar o gargalo em que se tornou a BR – 101 Norte, no tocante a mobilidade urbana em Serra, mediante a construçãode um contorno rodoviário denominado “ES – 120 Contorno do Mestre Álvaro”. A metodologia utilizada foi levantamento estatísticos dos sinistros ocorridos em 2010, no trecho da BR – 101 Norte, levantamento de informações sobre o processo de urbanização e industrialização do município de Serra, tendo como fontes os trabalhos de Bufon (1992), Sartório (2007). Portanto, mesmo que a demanda do contorno seja urgente, é preciso medidas firmes por parte dos gestores públicos municipais e a não complacência, dadas as intenções ao longo do futuro Contorno do Mestre Álvaro.

Abstract:
The present work made a chronological approach, from the second half of the 20th century until the first decade of that 21st century, regarding the industrialization and urbanization process of the Municipality of Serra - ES, since the construction of the BR - 101 Norte, highway longitudinal federal system linking the Northeast to the South of Brazil. The objective of this work was to evaluate the changes that occurred in the road corridor of this stretch. Through research, the BR - 101 Norte was found to induce industrialization and, consequently, urbanization, through the construction of numerous housing complexes between the 70s and 80s in the mountain municipality. However, the first decade of the current millennium, thanks to the country's economic stability, the mountainous territory once again experienced real estate expansion, standing out in relation to other locations in the Metropolitan Region. On the other hand, the increase in the local automobile fleet, associated with the ease of car acquisition and, consequently, the low quality of mass transportation, the Transcol System, has resulted in disturbances to urban mobility, culminating in a series of impacts on the urban perimeter of BR - 101 North, the main road in the municipality. In view of this situation, government authorities have been systematically discussing proposals, aiming to address the bottleneck in which the BR - 101 Norte became, regarding urban mobility in Serra, through the construction of a road contour called "ES - 120 Contour of Mestre Álvaro". The methodology used was a statistical survey of the claims that occurred in 2010, in the stretch of BR - 101 Norte, a survey of information about the urbanization and industrialization process in the municipality of Serra, based on the works of Bufon (1992), Sartório (2007) . Therefore, even if the demand for the contour is urgent, it is necessary to take firm measures on the part of municipal public managers and non-complacency, given the intentions throughout the future Contour of Mestre Álvaro.
