O CONSELHO NACIONAL DE JUSTIÇA E A EFICÁCIA DA POLÍTICA DE ATENÇÃO PRIORITÁRIA AO PRIMEIRO GRAU DE JURISDIÇÃO
O presente trabalho tem como objetivo examinar as características e a eficácia da Política de Atenção Prioritária ao Primeiro Grau de Jurisdição, bem como a da distribuição participativa do orçamento dos tribunais entre o primeiro e segundo graus, estabelecidas, respectivamente, nas Resoluções nºs 194 e 195, de 2014. Adotando, como recorte, o estudo de caso do Tribunal de Justiça do Rio Grande do Norte e do Tribunal Regional do Trabalho da 21a. Região, a pesquisa, além da pesquisa bibliográfica e documental, utilizou o instrumento de entrevistas com diversos atores envolvidos no processo organizacionais de aplicação das referidas políticas públicas. A partir dos dados e informações coletadas, observou-se uma baixa eficácia da política pública nos dois tribunais, fator relacionado à pouca abertura dos comitês pela alta administração. Logo, a política objeto de estudo depende da adoção de práticas de gestão estratégica pelos tribunais e de efetivo funcionamento dos comitês gestores regionais.

Abstract:
The present work aims to examine how resources and the Policy of Priority Attention to the First Degree of Jurisdiction, as well as the participatory distribution of the budget of courts between the first and the second degrees, respectively, in Resolutions nº 194 and 195, of 2014. Adopting, as a cutout, the case study of the Rio Grande of Norte Court of Justice and the Labor Regional Court of 21st Region, a survey, in addition to bibliographic and documentary research, using the instrument of interviews with various actors involved in the organizational process of applying public policies. Based on the data and information collected, there was a low effectiveness of public policy in both courts, a factor related to the low opening of committees by senior management. Therefore, the policy under study depends on the adoption of strategic management practices by the courts and the effective functioning of the regional management committees.
