Abstract: In the context of interdisciplinary studies between International Environmental Law and International Relations, this research aims to analyze the operationalization of environmental cooperation between Brazil and South Africa, based on categories of horizontality linked to South-South Cooperation (SSC). The relationship between the two countries has significant potential, developing both in multilateral forums and through bilateral initiatives. Based on an inductive approach, the study seeks to answer two central questions: (1) How is environmental cooperation between Brazil and South Africa structured and operated? and (2) Does this cooperation occur more intensely through strategic partnerships of a South-South or bilateral nature? To answer these questions, the research is methodologically based on the collection and analysis of data obtained through the Concórdia Portal of the Itamaraty and the Brazilian Cooperation Agency (ABC), in addition to documents from strategic partnerships involving the two countries, such as BRICS, IBAS and BASIC. The qualitative analysis of these data allows us to identify the main thematic areas of cooperation, the challenges faced and the opportunities that have not yet been fully explored. The results show that, although there is significant potential, environmental cooperation between Brazil and South Africa is still in its infancy, with significant challenges in its implementation. It is observed that there is an emphasis on the formulation of common agendas, but with little implementation in legal and operational terms. Cooperation follows the principles of SSC, presenting a structuring nature, but lacks more robust mechanisms to ensure its effectiveness in the long term. In conclusive terms, the research contributes to a better understanding of the dynamics of environmental cooperation between the two countries, both at the bilateral level and in the context of international organizations and partnerships. The central role of technical cooperation in this process is highlighted, as well as the influence of political and governmental factors in the promotion of environmental rights. The interdisciplinary approach adopted allows us to connect perspectives from International Law and International Relations, reinforcing the need for greater institutionalization and effectiveness in South-South cooperation initiatives in the environmental area.
