Abstract: This study analyzes the economic transformations in Porto Velho - RO, focusing on the public and private sectors and their relationship with the Madeira River hydroelectric projects. The objective was to identify the current socioeconomic situation of the municipality, investigating the impact of investments in hydroelectric plants and other investments, and their relation to regional development, including an analysis of the municipal budget and GDP. The methodology employed exploratory and quantitative research, using primary and secondary data and descriptive statistics, along with documental and bibliographic research. The findings reveal that the hydroelectric projects attracted new investments, businesses, and professionals, creating a favorable environment for development due to the significant federal financial resources invested during this period. However, despite the increase in GDP and municipal revenue, the research did not confirm substantial socioeconomic development in Porto Velho. Public policies acted as a dispersing force for the private sector and capital, failing to promote the expected development.
