MIGRAÇÃO SÍRIA PARA O BRASIL: O PRINCÍPIO DA SOLIDARIEDADE E A (IN) EFETIVIDADE DAS POLÍTICAS PÚBLICAS BRASILEIRAS
O conflito bélico que ocorre na Síria intensificou em meados de 2011, desde então seus cidadãos buscam sobrevivência e segurança em outros países. Os Estados que fazem fronteira com o território sírio foram os primeiros a abrigarem essas pessoas em situação vulnerável, todavia, a vasta quantidade de indivíduos a procura de refúgio fez com que países mais distantes abrissem suas portas para acolhê-los, como é o caso do Brasil, que tornou-se referência para a sociedade internacional, do ponto de vista legislativo. O presente estudo intenta observar a (in) efetividade das políticas públicas brasileiras, enquanto Estado ou sociedade civil, com a implementação do Princípio da Solidariedade ao grupo de refugiados sírios, no período de 2013 a 2019. Para tanto, necessário se fez expor o contexto histórico que desencadeou a guerra civil atual, destacando que os confrontos no território sírio perpassam por sua história, e os motivos são diversos, principalmente étnicos e religiosos, outrossim, importante clarificar o conceito dos termos refúgio, refugiado e migração, haja vista que a concessão de refúgio, ou status de refugiado, dependerá dos requisitos constantes nos aludidos conceitos, bem como apresentou-se o Princípio da Solidariedade e suas nuances. Nessa linha de raciocínio, utilizou-se do método de abordagem Dedutivo, por meio de estudo e análise das normas gerais e internacionais à leis específicas do Brasil. Conclui-se que o Estado Brasileiro precisa da ajuda da sociedade civil e de organizações não governamentais, que assumem como protagonistas no acolhimento aos refugiados sírios, atuam com o ensino do idioma e capacitação profissionalizante, almejando a autossuficiência destas pessoas, entretanto, comparado ao grande número de imigrantes, estes projetos são insuficientes e escassos, o caminho para atingir o ideal está muito distante.

Abstract:
The war conflict that takes place in Syria intensified in mid-2011, since then its citizens have sought survival and security in other countries. The states bordering Syrian territory were the first to shelter these people in a vulnerable situation, however, the vast number of individuals looking for refuge has led to more distant countries opening their doors to welcome them, as is the case of Brazil, which has become a reference for international society, from the legislative point of view. The present study intends to observe the (in) effectiveness of Brazilian public policies, as a State or civil society, with the implementation of the Principle of Solidarity to the group of Syrian refugees, in the period from 2013 to 2019. Therefore, it was necessary to expose the context history that triggered the current civil war, highlighting that the clashes in Syrian territory run through its history, and the reasons are diverse, mainly ethnic and religious, otherwise it is important to clarify the concept of the terms refuge, refugee and migration, given that the concession of refuge, or refugee status, will depend on the requirements contained in the concepts mentioned, as well as the Principle of Solidarity and its nuances. In this line of reasoning, the Deductive approach method was used, through the study and analysis of general and international standards to specific laws in Brazil. It is concluded that the Brazilian State needs the help of civil society and non-governmental organizations, which assume as protagonists in welcoming Syrian refugees, act with language teaching and professional training, aiming at the self-sufficiency of these people, however, compared to the great number of immigrants, these projects are insufficient and scarce, the road to achieving the ideal is very far away.
