MEDIAÇÃO COMUNITÁRIA COMO INSTRUMENTO EFETIVO DE DESENVOLVIMENTO LOCAL
O artigo visa apresentar a mediação comunitária, com mediadores membros da própria comunidade, conhecedores da linguagem e código de valores locais, favorecendo o estabelecimento do rapport inerente ao método. A atuação do mediador é considerada justa pela comunidade, embora possa soar como imparcial para muitos. O problema investigado resume-se: como se daria a dinâmica da mediação em comunidades tendo em vista os princípios que a regem? Quais as contribuições para o desenvolvimento local? A inserção da mediação em comunidades contribui significativamente para coesão e fortalecimento local, transformando os conflitos nele emergentes em fatores de propulsão social e desenvolvimento, alcançado pela satisfação das necessidades básicas de seus membros. A metodologia utilizada foi a bibliográfica, com seleção de livros e artigos, sobre o tema. O método da mediação, entretanto, ainda é pouco utilizado, sendo desconhecido pela maioria da população, que acaba por não ter o acesso à justiça desejado, fruto principalmente de barreiras culturais ainda persistentes. A utilização da mediação comunitária contribui para o desenvolvimento humano e local na medida em que empodera seus membros, fortalecendo seus valores e princípios, garantindo-lhes o exercício da cidadania e, assim, contribuiu para a amenização da crise que ainda assola o poder judiciário.

Abstract:
The article aims to present the community mediation, with mediators members of the community itself, knowledgeable about the language and code of local values, favoring the establishment of the method inherent rapport. The mediator's performance is considered fair by the community, although it may sound as impartial to many. The problem investigated is: how would the dynamics of community mediation take place in view of the principles that govern it? What are the contributions to local development? The inclusion of mediation in communities contributes significantly to local cohesion and empowerment, transforming emerging conflicts into factors of social drive and development, achieved by meeting the basic needs of its members. The methodology used was the bibliographical one, with selection of books and articles, on the subject. The method of mediation, however, is still little used, being unknown by the majority of the population, which ends up not having access to the desired justice, mainly due to persistent cultural barriers. The use of community mediation contributes to human and local development insofar as it empowers its members, strengthening their values and principles, guaranteeing them the exercise of citizenship and thus contributed to alleviating the crisis that still plagues the judiciary.
