MATRIZ DE ATIVIDADES x RESPONSABILIDADES COMO FERRAMENTA DE GESTÃO - Plano Verão da Cidade do Rio de Janeiro
A Matriz de Atividades x Responsabilidades é uma excelente ferramenta de organização das ações integradas para inúmeras situações, seja um evento programado ou para eventos inesperados e/ou emergenciais que podem ser previstos anteriormente. Essa ferramenta de gestão que define: “Quem faz, O Que”, é fundamental para a eficiência e o sucesso em qualquer ocasião que precise da organização de pessoas e/ou instituições, com diferentes graus de responsabilidade para cada atribuição específica, no planejamento e/ou operação. Esse trabalho teve como objetivo apresentar a Matriz de Atividades X Responsabilidades idealizada pela Defesa Civil Municipal do Rio Janeiro em 2010, visando definir e ilustrar de forma clara e objetiva seu funcionamento e aplicação para a coordenação das ações integradas das mais diversas instituições. Este artigo se propõe, ainda, a mostrar como foi a elaboração e utilização desta metodologia durante o Plano Verão 2017/2018, que utilizou esta ferramenta na organização das atribuições das instituições nos problemas causados pelas chuvas fortes e/ou prolongadas, bem como destacar sua importância na mobilização, ilustração e organização das atribuições das instituições envolvidas, desde as reuniões de planejamento do Plano até, principalmente, a utilização prática, nas ações na iminência, durante e depois das chuvas.

Abstract:
The Activities x Responsibilities Matrix is an excellent tool for organizing integrated actions for numerous situations, be it a scheduled event or for unexpected and / or emergency events that can be predicted earlier. This management tool that defines: “Who does what” is essential for efficiency and success at any time that requires the organization of people and / or institutions, with different degrees of responsibility for each specific assignment, in planning and / or operation. This work aimed to present the Activities x Responsibilities Matrix idealized by the Municipal Civil Defense of Rio Janeiro in 2010, aiming to define and illustrate in a clear and objective way its operation and application for the coordination of the integrated actions of the most diverse institutions. This article also intends to show how the methodology was elaborated and used during the 2017/2018 Summer Plan, which used this tool in the organization of the institutions' attributions in the problems caused by heavy and / or prolonged rains, as well as highlighting its importance in the mobilization, illustration and organization of the attributions of the institutions involved, from the planning meetings of the Plan to, mainly, the practical use, in the imminent actions, during and after the rains.
