LOS PRINCIPIOS DE LA SEGURIDAD SOCIAL Y EL SISTEMA DE REPARTO CHILENO
Este artículo analiza los diferentes sistemas de pensiones chilenos desde la perspectiva de los principios de la Seguridad Social. Al corroborar que el sistema privado de Capitalización Individual no cumple con los estándares mínimos para ser considerado un sistema de Seguridad Social, se detiene en analizar el sistema de reparto chileno. Se examina como se llega a la tasa de reemplazo de las tres principales cajas del sistema antiguo y se evidencia la diferencia con el sistema de Capitalización Individual. Se concluye con la propuesta de abrir la posibilidad para que los cotizantes libremente elijan el sistema de pensiones al que desean adherir, esto, entre el sistema de Reparto (antiguo) o el sistema de Capitalización Individual administrado por las Administradoras de Fondos de Pensiones.

Abstract:
This article analyzes the different Chilean pension systems from the perspective of the principles of Social Security. When corroborating that the private Individual Capitalization system does not meet the minimum standards to be considered a Social Security system, he pauses to analyze the Chilean distribution system. It examines how the replacement rate of the three main savings banks of the old system is reached and the difference with the Individual Capitalization system is evidenced. It concludes with the proposal to open the possibility for contributors to freely choose the pension system to which they wish to adhere, this between the distribution system (old) or the Individual Capitalization system administered by the Administrators of pension funds.
