• Abstract: The purpose of this reflection chapter is to describe the structure of the formulation of the research problem in social sciences from qualitative methodology. The text makes a conceptual journey of the design of the research proposal starting from the selection and definition of the research topic. research to the elements that make up the research problem (problem statement, research question, justification and objectives). The methodology of the text is oriented, from the parameters of the interpretive paradigm and the use of the hermeneutic method to understand and interpret the different categories and tools of the formulation of projects proposed by experts such as Rodríguez (2005), Méndez (2006), Hernández, Fernández and Baptista, (2007), Ortiz and Del pilar, (2007), Martinez (2009), Martinez (2010) Rodríguez (2012), Barrera, (2020). Ordóñez (2022), among other authors who have contributed methodological reflections for the formulation of projects with their texts.
