INTERESSE PÚBLICO, GESTÃO PRIVADA: UMA ANÁLISE CRÍTICA DA TERCEIRIZAÇÃO NA UNIVERSIDADE PÚBLICA ENQUANTO FENÔMENO DA PRECARIZAÇÃO DO TRABALHO
As mudanças da estrutura de produção e acumulação do Capital, principalmente a partir da década de 1970, trouxeram como efeito direto a célere derrocada dos direitos trabalhistas. A lógica da terceirização figurou, nesse contexto, como uma das maiores expressões da precariedade envolvendo a classe trabalhadora. O presente artigo tratará, desse modo, dos efeitos do processo de difusão da hegemonia neoliberal para além da atividade econômica privada, buscando discutir sua influência na gestão pública das universidades e, nessa perspectiva, tendo reflexos em questões que, a rigor, fogem à circunscrição estrita dos interesses do mercado. Observa-se, à luz dos substratos teóricos e jurídico-políticos, que os bens que consubstanciam o interesse público, a exemplo da educação e ciência básica, são submetidos à mesma lógica de produção das mercadorias destinadas ao consumo trivial.

Abstract:
The changes in the structure of capital production and accumulation, mainly from the 1970s onwards, brought the rapid fall of labor rights as a direct effect. The logic of outsourcing was, in this context, one of the greatest expressions of precariousness involving the working class. This article will thus deal with the effects of the process of spreading neoliberal hegemony beyond private economic activity, seeking to discuss its influence on the public management of universities and, in this perspective, reflecting on issues that, strictly speaking, are beyond the circumscription. strict interest of the market. It is observed, in the light of theoretical and legal-political substrates, that the goods that substantiate the public interest, such as education and basic science, are subjected to the same logic of production of goods destined for trivial consumption.
