Abstract: Artificial intelligence (AI) has been identified as having high transformative potential for the public sector, with regulatory, ethical, and socioeconomic impacts that vary across national contexts. This study focuses on strategic frameworks, multipolar governance, and multi-actor initiatives such as the BRICS. It conducts a comparative analysis of their National Artificial Intelligence Strategies (NAIS), emphasizing cooperation between the public sector, industry, and academia. The findings highlight the tension between global competitiveness and local autonomy, drawing attention to public policies, regulation, institutional capacities, and innovation ecosystems, as well as the importance of networked governance involving multiple stakeholders to overcome barriers such as data asymmetries, technological dependency, and cultural regulatory challenges. The study also points to initiatives such as regulatory sandboxes, mechanisms for algorithmic accountability, and efforts to align with ethical governance principles. The methodology combines a qualitative review of official strategic documents, such as the NAIS, and scholarly articles addressing this topic. The contributions underscore the opportunity to pave pathways for innovation that align technological sovereignty, social inclusion, and institutional development.
