Abstract: This article aims to demonstrate the introduction of the use of technology by the public sector and the social impacts generated, through a descriptive approach of bibliographic review in books, websites, magazines and articles by specialized authors and data mining relating to computer programs and applications at the National Institute of Industrial Property, INPI, and ORBIT QUESTEL. Going through the main distinct approaches highlighted in Brazilian administrative reform, the first anchored in the bureaucratic perspective, the second between the 1970s and 1980s, known as New Public Management. And the third approach with emphasis, characterized as e-gov, exploring the use of information and communication technology (ICT) and the internet. The pioneering spirit is attributed to the academic community of São Paulo and Rio de Janeiro, allowing the introduction of the computer replacing the typewriter, the use of the internet, (ICTs) and various technological equipment that assist in the execution of services provided by the Public and Private Sector, well, as in society. One in four Brazilians does not have access to the internet or a computer, compared to other developed and developing countries, Brazil occupies the lowest positions in the ranking, with much still to be done to improve its position, whether by providing access to services , through (ICTs), or access to existing technology, offering a basic structure for access to technology, creating public policies for technological development for this purpose.
