GOVERNANÇA MUNICIPAL - IMPACTOS NA MITIGAÇÃO DA PANDEMIA COVID-19: ESTUDO EM UM MUNICÍPIO BRASILEIRO
Diante da pandemia da COVID-19, que atingiu proporções globais, são inúmeras as áreas afetadas por esta crise multifacetada e a governança pública necessitou organizar-se de forma emergencial para oferecer respostas as demandas desse novo cenário que emergiu, assim o objetivo do presente estudo é analisar os atos regulatórios de governança municipal emitidos pelo município de Santa Maria/RS, decorrentes da pandemia da COVID-19. Foram analisadas as legislações municipais criadas em decorrência da pandemia da COVID-19, no período de março a dezembro de 2020. Os resultados apontam que a governança pública municipal emitiu 87 atos regulatórios, abrangendo diversas áreas, onde evidencia-se a tentativa de mitigação das consequências da pandemia, bem como a transparência na disponibilização das informações referentes a mesma. Pelo estudo, denota-se que os atos regulatórios emitidos pela governança municipal estavam alinhados as recomendações oriundas das outras esferas de governo, auxiliando na medida de ser evitada a propagação da COVID-19 e mitigados seus efeitos, sendo evidenciada a possibilidade dos gestores públicos agirem diante dos principais impactos trazidos pela COVID-19.

Abstract:
In view of the COVID-19 pandemic, which has reached global proportions, there are countless areas affected by this multifaceted crisis and public governance needed to organize itself in an emergency manner to offer answers to the demands of this new scenario that has emerged, thus the objective of this study is to analyze the regulatory acts of municipal governance issued by the municipality of Santa Maria/RS, resulting from the COVID-19 pandemic. The municipal legislation created as a result of the COVID-19 pandemic, in the period from March to December 2020, was analyzed. The results show that the municipal public governance issued 87 regulatory acts, covering several areas, where the attempt to mitigate the consequences of the pandemic, as well as transparency in the provision of information related to it. The study shows that the regulatory acts issued by municipal governance were aligned with the recommendations from other spheres of government, helping to prevent the spread of COVID-19 and mitigate its effects, highlighting the possibility of public managers to act given the main impacts brought by COVID-19.
