Gestión de las finanzas municipales peruanas: antes, durante y después del COVID-19, 2020
Se examina comparativamente la tendencia de la ejecución de los presupuestos de ingresos y gastos de las municipalidades peruanas en los meses de la cuarentena sanitaria hasta julio de 2020; también si el posicionamiento previo respecto a la TIC y el grado de sostenibilidad financiera contribuyeron a la resiliencia ante la crisis de la gestión financiera municipal consecuente del COVID 19. Se empleó la información en los portales de transparencia de los organismos oficiales para el análisis estadístico y construcción de modelos de regresión. Se concluyó que hubo una disminución del 9.4 y 6.2 puntos porcentuales y la tendencia es a decrecer: 0.31% y 0.05% mensuales, respectivamente y que el posicionamiento previo vinculada al aprovechamiento de las TIC contribuye a esa resiliencia (R=0.396).

Abstract:
The trend of the execution of the income and expenditure budgets of the Peruvian municipalities in the months of the sanitary quarantine until July 2020 is comparatively examined; Also, if the previous positioning with respect to ICT and the degree of financial sustainability contributed to the resilience in the face of the crisis in municipal financial management resulting from the COVID-19. The information in the transparency portals of the official organizations was used for statistical analysis and construction of regression models. It was concluded that there was a decrease of 9.4 and 6.2 percentage points and the trend is to decrease: 0.31% and 0.05% per month, respectively, and that the previous positioning linked to the use of ICT contributes to that resilience (R = 0.396)
