GESTÃO FINANCEIRA NO SETOR PÚBLICO - UMA ANALISE DOS INDICADORES ECONOMICOS
A Análise das Demonstrações Contábeis e a verificação dos indicadores econômicos e financeiros proporcionam aos gestores públicos projeções das tendências futuras, pois permitem constatar a real situação do orçamento financeiro por um determinado período de tempo. O presente trabalho tem como objetivo analisar a gestão pública do município de São Luís – MA, por meio do Balanço Orçamentário, Balanço Financeiro e Balanço Patrimonial dos anos de 2016, 2017 e 2018. Sendo assim, essa pesquisa classifica-se como exploratório-descritiva apresentando uma análise quantitativa e qualitativa, a partir de pesquisa documental, pesquisa bibliográfica e estudo de caso. Os resultados obtidos demonstram um equilíbrio no orçamento do município, foi detectado um declínio financeiro no ano de 2017, já quanto sua situação patrimonial, encontra-se estável. Assim, através destes resultados o gestor público poderá exercer uma gestão de maior qualidade desenvolvendo políticas públicas que visam o melhor para a população.

Abstract:
The Analysis of the Financial Statements and the verification of the economic and financial indicators provide public managers with projections of future trends, as they allow to verify the real situation of the financial budget for a certain period of time. The present work aims to analyze the public management of the municipality of São Luís - MA, through the Budgetary Balance, Financial Balance and Balance Sheet for the years 2016, 2017 and 2018. Therefore, this research is classified as exploratory-descriptive presenting a quantitative and qualitative analysis, based on documentary research, bibliographic research and case study. The results obtained demonstrate a balance in the municipality's budget, a financial decline was detected in the year 2017, since its equity situation is stable. Thus, through these results the public manager will be able to exercise a higher quality management by developing public policies that aim the best for the population.
